BACKGROUND

We are looking for a Programme Manager to join our client.

As Programme Manager, you will define and drive the product vision, strategy and roadmap for the Connecting Care Programme, ensuring alignment with national priorities and user needs. You will work closely with clinical, technical and policy stakeholders to deliver user centred services that improve outcomes for patients and streamline workflows for health and care professionals. Your leadership will be key to ensuring the Integrated Care Record is scalable, sustainable and continuously improved.

DUTIES AND RESPONSIBILITIES

Management, Leadership and/or Training

  • Expertly coach and lead teams in Agile and Lean practices and act as a recognised expert and advocate for the approaches,
  • continuously reflecting and challenging the team.
  • Create or tailor new ways of working, and constantly innovate.
  • Coach, train and mentor other teams as the central point of expertise.
  • Apply highly developed specialist knowledge across a range of work procedures and practices, underpinning theoretical knowledge and relevant practical experience.
  • Be a leading member of the delivery community of practice; coaching, training and mentor others and sharing expert knowledge and best practice

Planning and Design

  • Plan and organise a broad range of complex activities or programmes, some of which are ongoing, which require the formulation and adjustment of plans or strategies.
  • Apply experience in multiple parts of the product life cycle and recognise when it is right to move forward and when it is right to stop.
  • Recognise the appropriate deliverables and the right people to meet them.
  • Plan and engage with the appropriate stakeholders at a particular stage in the project.
  • Optimise the delivery flow of teams and identify innovative ways to unblock issues.
  • Actively address the most complicated risks, issues and dependencies including where ownership exists outside the team or no clear ownership exists.
  • Identify and challenge organisational processes of increasing complexity and those processes that are unnecessarily complicated.
  • Identify dependencies in plans across services and co-ordinate delivery.
  • Lead the delivery of products and services at different phases utilising planning and organisational tools and strategies including product backlog, road maps and kanban.
  • Lead and be responsible for the implementation of policies and operating procedures for the directorate, and proposes policy, or service changes which impact the wider delivery manager community.
  • Responsible for identifying, adapting and utilising information systems to capture requirements, sprint metrics in order to produce comprehensive user insights, products backlogs, road maps and performance reports and coaches and advises others to do so.

Improvement and Monitoring

  • Identify problems or issues in the team dynamic and rectify them.
  • Uses organisational policies to guide decision making, identifying and interpreting the most effective ways of implementation across the directorate.


QUALIFICATIONS

Educated to Masters level (or equivalent qualification / experience)

  • Expert of Agile and Lean practices
  • Certification such as Professional Scrum master or equivalent
  • Expert at supporting multi-disciplinary teams in the delivery of products and service

SKILLS AND EXPERIENCE

  • Proven ability to lead complex projects and coach multi-disciplinary teams through the product life cycle.
  • Extensive experience using Agile principles and how to apply them for the delivery of technology programmes.
  • Demonstrable experience with introducing agile and lean practices into an organisation.
  • Demonstrable focus on details including metrics, KPIs and process.
  • Experience in budget management, contracting and managing on-going service agreements with 3rd party suppliers.
  • Pragmatic, innovative problem solver.
  • Expert at coaching teams to apply a user centred focus and to deliver to service standards
  • Expert at ensuring quality in the delivery of products and services.
