Project Change Manager – SC Cleared - ITIL - Inside IR35SR2 is recruiting a Change Manager to support an ongoing government transformation programme focused on transitioning complex IT services to new suppliers within a multi-supplier ecosystem.The successful candidate will lead and coordinate business and service change, ensuring that new operating models, suppliers, and processes are embedded effectively and sustainably. This role requires strong experience across IT Service Management, SIAM, and organisational change in secure or highly regulated environments.Key Responsibilities

• Develop and support the Change Management Strategy to support transition to new IT service suppliers.
• Plan, coordinate and deliver business and service change activities, ensuring minimal disruption to live operations.
• Work with multiple suppliers and internal teams to align service transition plans, roles, and responsibilities under a SIAM model.
• Manage stakeholder engagement and communication, ensuring all impacted parties understand upcoming changes, impacts, and benefits.
• Define and maintain change processes and governance frameworks in line with ITIL best practice and programme assurance standards.
• Coordinate with Service Transition, Test, and Delivery teams to ensure readiness for go-live and operational handover.
• Identify and manage risks, dependencies and issues associated with organisational, supplier, and technical change.
• Provide assurance and reporting to programme leadership, ensuring progress and compliance are clearly evidenced.

Experience Required

• 5 + years’ experience in Change Management or Service Transition roles within large-scale IT transformation programmes.
• Strong understanding of IT Service Management (ITIL) and SIAM frameworks.
• Proven experience managing multi-supplier environments and service transitions across multiple consultancies or vendors.
• Demonstrated success driving business and cultural change in complex, high-stakes environments.
• Excellent stakeholder engagement and communication skills — able to influence and collaborate across technical, business, and supplier teams.
• Background in public sector, government, or law enforcement programmes (highly desirable).
• Active SC clearance (essential).
