Programme Manager – Revenues Transformation (Civica Open Revenues)
Rate: £600 per day Inside IR35
Location: Hybrid Working, minimum 2 days per week in the office
Contract: Initial 6 months
About the Role
We are seeking an experienced Programme Manager to lead the system and technology elements of a major Revenues & Transactional Services Transformation Programme.
This role requires proven experience implementing Civica Open Revenues and delivering large scale transformation programmes within a local authority environment. You will be responsible for delivering multiple workstreams focused on automation, digitisation, customer self service, service redesign and income collection improvements.
Working closely with Digital Services, Revenues & Benefits teams, suppliers and senior stakeholders, you will ensure successful programme delivery while driving efficiencies, service improvements and significant financial savings.
Key Responsibilities
Programme Leadership
- Lead the delivery of system related transformation initiatives across Revenues & Transactional Services.
- Develop programme roadmaps, project plans and delivery schedules.
- Manage multiple workstreams and interdependencies across the programme.
- Ensure projects are delivered on time, within budget and to agreed quality standards.
- Drive accountability across internal teams and third party suppliers.
Civica Open Revenues Delivery
Lead the implementation and rollout of:
- Civica Workflow
- Civica Automation
- Civica Portal
- Civica Collect
Drive automation and digitisation initiatives that improve customer experience, increase efficiency and support service redesign objectives.
Stakeholder & Supplier Management
- Build strong working relationships across Digital Services and operational teams.
- Work effectively with senior stakeholders and programme boards.
- Hold suppliers accountable for delivery against agreed objectives.
- Manage communications and reporting across all levels of the organisation.
Financial & Benefits Management
- Manage programme budgets and resource allocation.
- Track delivery against savings and benefits realisation targets.
- Monitor performance and ensure value for money is achieved.
- Support business case development and investment decisions.
Innovation & Continuous Improvement
- Identify opportunities to improve processes through automation and technology.
- Explore opportunities to utilise AI and emerging technologies to enhance service delivery.
- Drive a culture of continuous improvement and innovation.
Essential Experience
- Proven experience implementing Civica Open Revenues.
- Strong programme or project management experience within local government.
- Experience delivering transformation programmes within Revenues and Benefits services.
- Experience implementing Civica Workflow, Civica Automation, Civica Portal and/or Civica Collect.
- Strong supplier and stakeholder management experience.
- Experience delivering automation and digitisation programmes.
- Strong governance, risk and issue management skills.
- Experience managing complex programmes with multiple dependencies.
- Excellent communication and relationship management skills.
Desirable Experience
- Knowledge of Revenues, Benefits, Collection and Enforcement services.
- Experience delivering savings and benefits realisation programmes.
- Experience introducing AI or intelligent automation solutions.
- PRINCE2, MSP or equivalent project or programme management qualification.
