Fantastic new permanent opportunity for an experienced Infrastructure Programme Manager with this market leading global manufacturing business based in Reading. Reporting into the Head of CIO Operations, you will lead and execute a strategic portfolio of critical infrastructure and technology enablement initiatives. This role is responsible for the end-to-end success of large-scale programmes that drive foundational changes across their technical environment.

You will provide comprehensive programme management, working closely with the PMO and overseeing multiple Project Managers to ensure all objectives are met on time, within budget, and to the required quality.

Main responsibilities:

  • Programme Leadership and Strategy
    • Strategic Alignment: Define the overall programme strategy, scope, and objectives, ensuring all initiatives are tightly aligned with the organisation's long-term business and technology vision.

    • Programme Governance: Implement and maintain effective governance, reporting frameworks, and decision-making structures in close partnership with the Programme Management Office (PMO) and executive sponsors.

    • Programme Oversight: Manage a diverse portfolio of complex infrastructure projects, which will include, but not be limited to:
      • Cloud Transformation/Migration initiatives.
      • Legacy Infrastructure Decommissioning
      • Domain Consolidation and Infrastructure Modernisation
      • Identity and Privileged access management
    • Financial Control: Develop, manage, and control the overall programme budget, including financial forecasting, capital expenditure tracking, and managing the financial health of all projects.
    • Risk and Issue Management: Proactively identify and manage programme-level dependencies, risks, and critical issues, developing mitigation strategies and escalating significant roadblocks to senior leadership.
  • Stakeholder and Team Management
    • Project Manager Direction: Provide direct leadership, mentoring, and line management to a team of Project Managers who are responsible for individual project delivery within the programme.
    • Senior Stakeholder Communication: Act as the primary interface for all executive and functional leaders, providing transparent, accurate, and timely programme status reporting and managing expectations across the business.
    • Cross-Functional Coordination: Drive collaboration across various internal teams (e.g., Architecture, Operations, Security) and manage strategic relationships with external vendors and third-party delivery partners.

Skills Required:

  • Programme Management Expertise: 8+ years of experience managing multi-stream, complex technology programmes, with a proven track record of successful delivery.
  • Infrastructure Focus: Extensive experience overseeing major infrastructure initiatives, with depth in large-scale change efforts such as migration, consolidation, or modernisation.
  • Expert knowledge of programme management frameworks and best practices (e.g., MSP, PMP, Agile principles), with practical experience in a PMO environment.
  • Demonstrated experience leading, motivating, and managing direct report Project Managers and large, cross-functional delivery teams.
  • Exceptional strategic planning, organisational, and execution skills.
  • Superior written and verbal communication, negotiation, and influencing skills tailored for executive-level audiences.
  • Strong financial acumen and experience managing large capital and operational expenditure budgets.
  • Programme Management certification (e.g., MSP).
