Overview of the Role
We are seeking an experienced Programme-level PMO professional to support the maturation and ongoing development of a Programme Management Office within a complex environment. The successful candidate will play a key role in embedding PMO standards, improving programme governance, and transforming data into actionable insights to guide decision-making across workstreams.
This role requires a blend of hands-on PMO experience, programme-level thinking, stakeholder management, and exceptional analytical capability.
Key Responsibilities
- PMO Function Development & Maturity
- Lead the design, establishment, and continuous improvement of PMO processes, frameworks, and standards.
- Implement best practice tools and methodologies consistent with Home Office and wider government expectations.
- Ensure governance structures support effective decision-making, risk control, financial oversight, and delivery assurance.
- Act as an advocate for PMO maturity, driving consistency and rigour across workstreams.
- Programme Governance & Reporting
- Produce and manage programme-level reporting (SteerCo packs, dashboards, RAG assessments, dependency maps).
- Maintain oversight of plans, risks, issues, assumptions, dependencies, and change controls across multiple workstreams.
- Ensure compliance with IPA, Cabinet Office, and Home Office reporting expectations.
- Data Analysis & Insight Generation
- Gather and interpret complex programme data to create meaningful insights for senior leadership.
- Translate raw and disparate data into trends, forecasts, visualisations, and recommendations.
- Provide analytical commentary on delivery performance, resource usage, risks, and benefits.
- Develop dashboards and tools to automate and enhance reporting quality where appropriate.
- Programme Support & Stakeholder Management
- Work collaboratively with Programme Directors, Workstream Leads, Finance, and Delivery Managers.
- Support workstreams in adopting PMO standards, improving data quality, and shaping delivery plans.
- Serve as a trusted advisor to senior leadership, providing transparent, evidence-based insights.
Essential Skills & Experience
PMO Expertise
- Proven experience in a programme-level PMO role within government, security, defence, or similarly complex environments.
- Strong knowledge of PPM methodologies (e.g., MSP, PRINCE2, Agile delivery environments).
- Demonstrable experience in designing and maturing PMO functions.
Analytical & Insight Skills
- Highly proficient in turning qualitative and quantitative data into actionable insights.
- Strong experience with reporting tools (Excel, Power BI, or similar).
- Ability to simplify complexity and communicate insights in a clear, digestible manner.
Governance & Controls
- Expertise in risk, issue, dependency, change, and plan management at programme level.
- Experience preparing and quality-assuring senior leadership reports.
- Understanding of public sector governance and assurance requirements.
Stakeholder & Communication Skills
- Ability to work with senior stakeholders, challenge constructively, and influence decision-making.
- Excellent written and verbal communication skills tailored to executive audiences.
