Programme Lead - Offshoring

We're seeking a seasoned Outsourcing & Offshore Programme Lead to provide firm, executive-level governance over a major outsourcing/offshoring transformation for our Financial Services client. This is a leadership role focused on control, steering, and stakeholder management-not hands-on delivery.

You'll sit at the centre of programme governance, ensuring decisions are risk-aware, compliant, and aligned to business objectives. Phase two will be supported by the consultancy partner, who will lead data analysis and incorporate external market insights. Their review has already surfaced several priority recommendations, including "offshoring" and "AI use." Your job is to turn these into a coherent, controlled programme roadmap, with the right checks and balances.

What you'll do
  • Own programme governance as the internal point of control-frameworks, standards, risk/issue management, and decision cadence.
  • Engage and influence senior stakeholders across COO functions; maintain alignment across operations, technology, finance, and risk.
  • Coordinate with Consultancy on remediation activities, ensuring scope, deliverables, and outcomes stay aligned to business objectives.
  • Prepare executive materials-clear, concise updates and recommendations for ExCo and senior leadership; present and defend the governance position.
  • Track benefits and assurance-define measures, oversee dependencies, and hold delivery partners accountable through structured reporting.
What you'll bring
  • Deep experience in large, complex Financial Services environments, ideally spanning operations, change, and risk/governance.
  • Proven oversight of outsourcing/offshoring programmes in partnership with a Big 4 firm - including vendor governance and commercial assurance.
  • Outstanding stakeholder skills-relationship building, influencing without authority, and conflict resolution in high-tempo settings.
  • Executive-grade communication: synthesising complex detail into crisp narratives and decision-ready packs.
  • Familiarity with AI-enabled operating models and the governance implications of increased offshoring (desirable).

  • Reports to: Group Operations Director
  • Primary stakeholders: COOs across the organisation
Work pattern

Hybrid role with 50% onsite presence in Norwich or London.
