Overview

We are seeking an experienced Scrum Master with strong Business Analyst capabilities to support a high-profile public sector programme. This is a 12-month contract opportunity working on critical digital transformation initiatives that deliver meaningful impact to citizens and public services.

The role is fully remote, with very occasional travel to London-based offices for key workshops or stakeholder sessions.

The Role

You will operate at the heart of a multidisciplinary Agile delivery team, ensuring effective Scrum practices while also contributing to business analysis activities. This is a hybrid role suited to someone who can facilitate Agile ceremonies with confidence while also eliciting, analysing, and documenting business requirements.

You will play a key role in enabling delivery momentum, removing impediments, and strengthening collaboration between technical teams, product owners, and senior stakeholders.

Key Responsibilities

Scrum Master Duties

  • Facilitate Scrum ceremonies (Sprint Planning, Daily Stand-ups, Reviews, Retrospectives)

  • Coach teams in Agile best practices and continuous improvement

  • Remove blockers and manage dependencies across teams

  • Support the Product Owner in maintaining a healthy, prioritised backlog

  • Track and report on delivery metrics (velocity, burn-down, risks)

Business Analyst Responsibilities

  • Engage with stakeholders to gather, analyse, and validate requirements

  • Translate business needs into clear user stories and acceptance criteria

  • Support process mapping and documentation

  • Facilitate workshops and stakeholder engagement sessions

  • Ensure traceability from business requirements through to delivery

Essential Skills & Experience
  • Proven experience as a Scrum Master in Agile delivery environments

  • Strong Business Analysis experience within complex programmes

  • Experience working within public sector or government environments

  • Excellent stakeholder management and facilitation skills

  • Ability to write high-quality user stories and supporting documentation

  • Strong understanding of Agile frameworks (Scrum, Kanban, SAFe desirable)

  • Experience using tools such as Jira and Confluence

Desirable
  • Relevant Agile certifications (e.g., CSM, PSM)

  • Business Analysis certification (e.g., BCS, IIBA)

  • Experience working on digital transformation or large-scale service redesign

  • Understanding of governance and compliance within public sector settings
