The Role
We are looking for a hands-on Java Technical Lead with proven industry experience in digital architecture and product delivery to join an exciting, cross-system initiative known as Justice ID. Justice ID aims to enable secure, efficient, and trusted flows of data across the Criminal Justice System (CJS), directly addressing the challenges of fragmented Legacy systems and identity resolution.
As a Java Technical Lead, you will join a small, multidisciplinary pathfinder team combining digital, data, policy, and operational expertise. Initially, your focus will be a fast-paced, 3-month proof of concept (PoC) and prototyping phase to test the viability of a single interface for police officers: the 'Identify and Manage an Offender' (IMO) service. You will act as the technical anchor, working closely with system owners to map out how data moves across policing, courts, prisons, and probation, ultimately clearing a path from abstract concept to solid implementation.
Skills and Experience Required

Technical Architecture & Design: Proven experience developing high-level architectural designs and breaking them down into actionable low-level designs (LLDs) for engineering teams to deliver.

System Integration & APIs: Strong hands-on experience working alongside system owners and technical SMEs to map complex integration patterns, navigate security controls, and design around API and data access constraints.

Data Flow & Identity Resolution: Experience designing and documenting end-to-end technical data flows, with a deep understanding of data movement, identity verification/resolution, and where logic sits across distributed systems.

Feasibility & Options Analysis: Ability to assess candidate technical solutions, conduct robust feasibility assessments, map out technical options, and confidently present a recommended path to senior leadership.

Agile Pathfinder Delivery: Experience operating in a "test-and-learn", rapid prototyping environment. Ability to break complex solutions down into deliverable components sufficient to mobilise immediate pilot phases.

Stakeholder & Vendor Collaboration: Strong capability to build technical alignment and reach agreements with multiple external system owners, ensuring solutions remain pragmatic and buildable.
Technical Experience and Tooling

API & Core Systems Integration: Experience leveraging existing APIs to connect disparate public sector or enterprise data pools (experience with Ministry of Justice or policing data services is highly advantageous).

Prototyping & Testing Support: Experience defining technical outcomes, data variables, and success metrics to actively aid software engineers with prototyping and automated testing frameworks.
Specific Deliverables/Artifacts

Technical design options and architectures for the IMO product concept.

Comprehensive feasibility assessments of candidate approaches, including a formal recommended technical option.

A delivery-ready technical specification for the product concept, resolving all major technical unknowns.
Working Arrangements
One day per week in our Hull office, alongside remote work. Working arrangements may vary slightly by project life cycle needs.
