Job summary
The West of England Imaging Network (WoEIN) covers populations within the ICBs in Gloucestershire, BNSSG, Somerset, and BSW. The Network is created as a collaboration of NHS provider organisations within this footprint. WoEIN is hosted by Somerset NHS Foundation Trust. Its aims are to work to maximise use of existing capacity, improve access to specialist opinion and make efficiencies and economies of scale. This will deliver better quality care and better value services for patients and provide hardworking NHS staff opportunities to develop their career and increase their productivity.
The Image and Information Sharing Programme has procured a single framework for PACS, RIS, Image Sharing Solution and storage which is being provided through Intelerad. Four Trusts in the Network are purchasing the single instance RIS and PACS solutions from the framework and the Network Digital team is supporting the design, planning and migration work being undertaken. The Digital team is very small and needs more technical resource to bolster the ability of the team to support this significant and far-reaching change programme. The role holder needs to bring knowledge of PACS/RIS solutions, how they integrate into trust architecture, issues and risks, and proven mitigations, relating to data migration, data validation and go live support. It would be preferable if the potential role holder already had connections with PACS System Leads and/or technical teams across the Trusts in the Network.

Communication and Key Working Relationships
To work in partnership with a broad range of stakeholders from across the WoEIN including those working within the following domains:

*To communicate verbally, in writing or through online interactions and presentations, including highly complex technical information including specifications
*To convey new requirements and processes, which may contain some complex information to both technical and non-technical staff, including presentations to large groups

*To produce, maintain and update a suite of technical documents on the solution.
Knowledge, Training & Experience
*To work in tandem with the WoEIN Image and Information Sharing Lead to provide a hub of specialist knowledge in relation to image and information sharing and the digital infrastructure that underpins it
To use established programme management skills to drive forward the programme of work and ensure that the work being undertaken across the programme has rigour applied and delivers the outcomes required in a timely manner to a high standard
To develop and maintain expert knowledge around imaging and image sharing
To support the design, development and support the WoEIN PACS, RIS and Sharing Solution
Analytical & Judgement
* To ensure that the design and development of the WoEIN PACS, RIS and Sharing Solution are and remain aligned to the delivery of national requirements and local objectives including those set out in "Transforming imaging services in England: a national strategy for imaging networks"
* To continuously analyse and monitor all aspects of the services, ensuring that any alerts concerning performance or security are interpreted and acted on promptly to ensure continuous operation and security is achieved across the network
* To work with experts in the field to ensure that all policies relating to clinical safety and data sharing are complied with
* To take facts provided by Trust stakeholders, the systems supplier and NHSE, interpret them and generate options, appraising them and making recommendations where appropriate. Noting that the material involved will be sourced from a wide range of backgrounds, including technical, commercial, clinical and financial
* To use sound judgement to understand where there are interdependencies, identifying where the actions of one Trust have the potential to impact on others
* To undertake analysis of performance data to underpin future system developments, changes and integrations
Planning and Organisation
* To develop and maintain a Network wide technical programme plan ensuring that it always dovetails with Trust plans for system implementation and development and accounts fully for interdependencies between workstreams and Trusts
* To manage the uncertainty and potential confusion that comes with working across multiple Trusts by maintaining good communication, accurate documentation and records of decisions taken
* To work with other members of the Network Team to provide technical support in the development of joint strategic plans, where delivering the Network's objectives requires delivery across multiple programmes including workforce and equipping
Patient/Client Care
* To maintain focus at all times on the impact that decisions made, and paths pursued have on patients including:
-> Reduced harm from unnecessary radiation exposure
-> Earlier diagnosis and treatment
-> Equity of access to care

* To work with colleagues from across the Network to agree standardised approaches to the design, implementation and development of the PACS and RIS systems, leading on the creation and sign off of the resulting policies
* To work with colleagues from across the Network to agree Standard Operating Procedures (SOPs) that underpin new ways of working across the Trusts within the Network, leading on the production of the final SOPs and reviewing them on a regular basis
Finance & Physical Resources
* To ensure that the work undertaken by the Network Team represents value for money for Trusts across the Network
* To ensure that decisions made in the design and development of the systems and the development of Standard Operating Procedures take into account financial considerations
* To ensure through robust management of the supplier's system performance, that the WoEIN system supplier delivers all that is required for the money invested, ensuring that this is the case for all Trusts who have made purchases.
Human Resources
* To act as an ambassador for the WoEIN, bringing the Network vision alive through effective leadership and focus on the core Network purpose
* To engage in matrix management, exerting influence over individuals who are not bound to comply as a result of line management arrangements
* Acting as a point of expertise for those working within the Network who are participants in the programme as part of their wider role within a Trust, supporting them to maximise their contribution within limited available capacity

Qualifications
- Qualified to masters level or with equivalent relevant experience
- Trained in programme and project management tools and techniques through formal or informal means
- ITIL Foundation Certificate

Experience

- Working across multiple organisations to deliver shared approaches and/or outcomes
- Working as a lead digital architect of digital solutions or similar relevant experience
- The design, implementation and management of healthcare systems
- Influencing and providing sound advice and guidance to IT teams, suppliers and other relevant stakeholders
- Successful negotiation with suppliers acting on behalf of organisations and or Trusts
- Undertaking or contributing to system service performance negotiations, preferably with independent sector or commercial organisations
- High-level process design
- Developing and implementing digital strategies, development programmes and business cases and associated documentation relating to large complex solution architecture
- Designing, maintaining change management and future development large, complex solution architecture preferably within an NHS environment
- Experience of working with PACS and/or RIS systems
Additional Criteria
- An understanding of national imaging policy with the ability to rapidly increase that knowledge to expert level
- Good knowledge of generalised corporate and information governance issues
- Expert user of MS Outlook, Word, Excel and PowerPoint
- An understanding of the political sensitivities of the Trusts involved in the Network or previous relevant experience of pan Trust working
- Able to undertake qualitative and quantitative analysis of complex datasets taking data and information and transforming it into intelligence
- Able to generate reasoned options appraisals and compelling proposals
- Skilled in translating complex processes and pathways into comprehensive, logical documentation
- Ability to influence and negotiate with Suppliers on behalf of Trust and Trusts on behalf of Suppliers
- Able to secure buy in and action from individuals who are not within direct line management control, including those who are in high powered positions
- Able to facilitate groups of individuals from different professional groups and organisations, to drive them towards a shared consensus
- A general understanding of issue relating to information governance and data sharing agreements between organisations
