Procurement Manager – IT Category Salary: £50,193 – £61,561 Location: Home-based with occasional travel to offices and supply chain partner sites
About the Role We are seeking an experienced IT Procurement Manager to join an established procurement team and help drive procurement excellence across the organisation. Reporting to the Senior Procurement Manager, you will bring specialist experience in IT category procurement, including hardware, software, SaaS, telecoms, licensing, and IT services. The successful candidate will demonstrate strong commercial acumen, confident negotiation and influencing skills, and the ability to deliver results within a complex, cross-functional environment. Experience managing end-to-end IT procurement activity from sourcing through to contract mobilisation and lifecycle management is essential.
Key Responsibilities • Lead IT market investigations, tender specifications, sourcing, supplier evaluation, negotiation and contract implementation to achieve best value for money, balancing cost, quality and risk. • Interpret and advise stakeholders on complex IT contract terms and conditions, including SLAs, KPIs, licensing, data protection, and service credits. • Ensure adherence to procurement policy, governance and public sector regulations within a devolved procurement model. • Build and maintain strong relationships with IT supply chain partners and internal stakeholders. • Conduct IT supplier due diligence and support assessment of responses. • Develop and implement supplier risk management strategies and contingency plans, particularly relating to business continuity, cybersecurity and data protection. • Negotiate cost savings and preferential commercial terms across IT categories. • Oversee effective supplier mobilisation and transition into contract and lifecycle management. • Work collaboratively across cross-functional teams including IT, Finance, Legal, Operations and Information Security. • Analyse compliance and supply chain spend reports, providing insight and recommendations to stakeholders. • Ensure compliance with financial objectives and internal audit requirements. • Identify and implement continuous improvement opportunities within procurement processes. • Introduce best-practice procurement methodologies and appropriate e-procurement technologies to enhance efficiency. • Conduct ongoing IT market research to stay informed on industry trends, pricing models and emerging technologies. • Participate in relevant training and professional development activities. • Maintain confidentiality and comply with Data Protection and Information Security requirements. • Proactively identify and report risks, concerns or instances of poor practice.
Qualifications, Skills & Experience Essential • MCIPS Level 4 or above, or working towards with commitment to CPD. • Degree-level education or significant relevant professional experience. • Significant experience in IT Procurement, including software, hardware, SaaS, cloud or managed services. • Experience working cross-functionally within complex organisations. • Experience leading procurement programmes and projects. • Intermediate to advanced MS Office skills, particularly Excel. • Experience using e-Procurement / ERP systems and Contract Management Systems. • Strong understanding of IT contracting requirements, KPIs and SLAs. • Knowledge and understanding of current public sector procurement regulations and legislation. • Proven ability to manage stakeholder expectations at all organisational levels. • Strong commercial awareness and project management capability. • Skilled negotiator with the ability to influence in complex or challenging environments. • Strong analytical capability with the ability to interpret and present complex data. • Excellent written and verbal communication skills. • Proven success in building and maintaining strategic stakeholder relationships. • Highly organised with strong planning and deadline management skills. • Ability to work independently and collaboratively in a fast-paced environment. • Demonstrates integrity, adaptability and a commitment to continuous improvement. • Customer-focused approach with a track record of delivering value for money and high satisfaction. • Demonstrable commitment to safeguarding young people and vulnerable adults.
Desirable • Public Sector procurement experience. • Familiarity with recognised ERP / e-procurement platforms and contract management tools. • Understanding of current and upcoming public procurement legislation. • Awareness of cybersecurity, data protection and information assurance requirements within IT supply chains. • Understanding of disability inclusion and accessibility considerations in technology procurement.
