About The Leasehold Advisory Service

The Leasehold Advisory Service (LEASE) provides free, expert and impartial advice on leasehold and commonhold matters to consumers in England and Wales. We are an Arm’s Length Body of the Ministry of Housing, Communities, and Local Government. Around five million households are affected by leasehold, and demand for clear, reliable advice continues to grow. We support leaseholders, park home residents, professionals and policymakers through our digital services, publications and advisory work. As government reforms reshape the sector, LEASE is modernising its services—using digital, data and AI—to meet changing user expectations while maintaining the highest standards of public service.

Role purpose

The Delivery Manager will lead the successful delivery of LEASE’s digital, data and transformation portfolio. You will ensure that key programmes and services are delivered efficiently, meet user needs, and comply with public sector standards. Working across multidisciplinary teams and suppliers, you will bring structure, pace and accountability to delivery while maintaining strong governance. This role is central to ensuring LEASE delivers modern, user-focused and high-performing services during a period of significant change.

Key responsibilities

Portfolio delivery

  • Responsible for ensuring delivery of a suite of digital, data and AI products and services in the digital portfolio, including the public launch of the AI chatbot, full embedding of the CRM, accessibility compliance (WCAG 2.2 AA), cyber security and new ways of working.
  • Day-to-day coordination of digital team members and working closely with the Senior Product Manager, content design team, User-Centred design team members, and the Technical Lead. You don't manage these people — you align them around shared delivery outcomes.
  • Honest, weekly delivery RAG reporting into the Leadership Team and into the Change Committee and the LEASE Board, with clear escalation of risks, dependencies and decisions needed.

Commercial management and procurement

  • Running procurement activity in line with the Procurement Act 2023 and public-sector procurement obligations: market engagement, specification, evaluation, award, contract management. Ensuring Lease achieves value for money, delivery on time and budget, and outcomes for consumers.
  • Supplier management including authoring and managing statements of work, change controls, performance reviews and exit/transition arrangements.

Embedding modern ways of working

  • Designing and embedding a delivery operating model that combines genuine user-centricity (discovery, prototyping, evidence-based iteration) with disciplined accountability (clear ownership, predictable cadence, honest forecasting, decisions that stick). The ethos of the Service Standard combined with the pace and pragmatism of a small charity or private sector organisation.
  • Leading the operational transition from Change Programme governance into a continuous-improvement model from Q3 2026/27 — including the new target operating model, prioritisation cadence, and benefits realisation.
  • Coaching colleagues across LEASE in delivery practice, supplier management, and agile ways of working.

Governance, risk and assurance

  • Delivery-side ownership of spend controls and other assurance expected of government bodies including; robust business cases, Cabinet Office spend controls, Algorithm Transparency Reporting Standard submissions, and compliance with relevant standards (Service Standard, GovAssure)
  • Working with the COO and ARAC on risk and audit; with the CEO and Board on strategic delivery confidence; and with the Transformation Lead on portfolio prioritisation and trade-offs.

People leadership and culture

  • Engage effectively with senior leaders, Board members, government stakeholders and partners.
  • Facilitate and promote agile ways of working within the digital and data teams.
  • Communicate complex delivery information clearly and confidently.
  • Influence decision-making and support organisational prioritisation.

Person specification

Essential criteria

  • Demonstrable track record of leading delivery on multi-vendor, multi-workstream digital portfolios
  • Experience embedding agile ways of working within digital teams
  • Strong commercial and procurement capability: hands-on experience of authoring and managing significant supplier contracts, running procurement activity, holding suppliers to delivery, and producing audit-ready evidence of value for money.
  • Visible expertise in modern delivery practice: you can describe and implement — with concrete examples — combined user-centred discovery and iterative delivery with clear accountability, predictable cadence, and grown-up forecasting. You know when to use Scrum and when not to.
  • Strong matrix-leadership skills. You will have delivery accountability without line authority, and you must be able to hold the room with senior internal stakeholders, suppliers, and the Board.
  • Excellent written and verbal communication, including the ability to write for a Board, an audit committee and a sponsor department, and to explain delivery confidence and risk in plain English.

Desirable criteria

  • Experience delivering AI-enabled or AI-adjacent products in a public or regulated context, including the assurance regimes that go with them.
  • Credibility working in or with a public-sector accountability environment (ALB, central government, NHS, regulator, or similar). You don't have to be a career civil servant, but you should understand or be able to learn fast — the standards and frameworks that all Government bodies must follow.
  • Track record of successful delivery of projects and programmes across various digital channels, with some familiarity of Zendesk, Wagtail and AI emerging technologies in both private and public sector contexts
  • Background in housing, property, financial services, advice services, or another consumer-facing regulated domain.

Working Pattern

The working pattern for the role is hybrid, currently combining homeworking with regular attendance at our London office base in Kings Cross on Mondays, Wednesdays and Fridays. Attendance is also required at staff awaydays. Additional flexibility on office attendance may be available to those living outside the Southeast subject to business needs.
