Job Title: NMC/NOC Operations Manager

Location: UK – Office Based (Hull) / Onsite with Clients as Required

Responsible to: Head of Resource Planning & Dimensioning

Job function

Reporting to the Head of Resource Planning & Dimensioning, this exciting new role is responsible for managing the NOC Team monitoring the network performance, maintenance and in-life operations for all services managed on behalf of TXO.

Specific responsibilities

Operations Leadership

  • Provide end-to-end operational leadership of TXO’s Managed Network Services environment
  • Ensure the availability, performance, and resilience of all managed infrastructure
  • Drive proactive monitoring and continuous optimisation of network performance against defined KPIs and SLAs
  • Establish and embed operational best practices, standards, and governance frameworks

Maintenance & Service Assurance

  • Oversee preventative and reactive maintenance strategies to ensure service continuity
  • Lead fault management, incident response, and service restoration activities
  • Own and drive root cause analysis (RCA) to prevent recurrence and improve network stability
  • Coordinate effectively with field engineering teams and third-party suppliers

Incident & Escalation Management

  • Lead the management of major incidents, ensuring timely resolution and clear stakeholder communication
  • Act as the senior escalation point for critical operational issues
  • Implement and continuously improve incident management processes and controls
  • Drive trend analysis to reduce incident volumes and improve mean time to repair (MTTR)

People Leadership & Capability Development

  • Lead, mentor, and develop a high-performing team of telecom engineers and technicians
  • Define and manage resource planning, including 24/7 shift coverage
  • Foster a culture of accountability, collaboration, and continuous learning
  • Drive performance management, succession planning, and skills development initiatives

Stakeholder & Vendor Management

  • Build and maintain strong relationships with customers, ensuring service delivery meets contractual commitments
  • Collaborate cross-functionally with internal teams including Engineering, IT, Finance, PMO, and HR
  • Manage third-party vendors to ensure service quality, performance, and compliance
  • Provide clear, consistent reporting and communication to stakeholders

Network Transformation & Decommissioning

  • Support the migration of legacy telecom networks to IP-based and fibre-based technologies
  • Contribute to the planning and execution of network transformation programmes
  • Lead or support the decommissioning of obsolete infrastructure in a controlled and efficient manner
  • Ensure minimal customer impact during transition activities

Compliance, Risk & Governance

  • Ensure adherence to all relevant regulatory, legal, and internal compliance requirements
  • Maintain operational documentation, reporting standards, and audit readiness
  • Identify operational risks and implement effective mitigation strategies
  • Ensure compliance with company policies, including Health & Safety, Environmental, Quality, and Information Security

Financial & Cost Management

  • Manage operational expenditure (OPEX) associated with the NOC
  • Identify and deliver cost optimisation initiatives without compromising service quality
  • Balance financial efficiency with operational performance and customer outcomes

About you

Experience & Technical Expertise

  • Strong experience in telecom operations, network management, or NOC environments
  • In-depth knowledge of legacy telecom technologies, including: TDM switching systems (e.g. Ericsson AXE, Nortel DMS, Siemens EWSD)
  • Copper access networks and transmission systems / Experience with network monitoring tools and OSS platforms
  • Proven track record in incident and problem management
  • Understanding of migration to VoIP and IP-based network architectures
  • Demonstrated experience in leading technical teams within a 24/7 operational environment

Preferred Qualifications

Bachelor’s degree in Telecommunications, Electrical Engineering, or related field

Certifications in telecom or network management (e.g., ITIL, Cisco, etc.)

Experience in large-scale network transformation programs
