London/Bristol/Manchester - Hybrid role

6 months contract initially - Inside IR35 - £400 - £500 Per day

SC Cleared (active clearance) - BPSS minimum required

A leading public sector-focused organisation is seeking an experienced Software Operations

Manager to join their digital transformation team. This is a key operational role focused on

improving and maintaining the quality and performance of essential software services and

tooling that support large-scale digital delivery.

You'll be at the heart of ensuring that a range of software platforms (including cloud and SaaS

products) are managed efficiently, securely, and in line with business needs. You'll work closely

with cross-functional teams-including technology, security, finance, procurement, and

business operations-to support operational excellence, improve internal processes, and drive

transparency across tooling and software usage.

Key Responsibilities

Oversee the day-to-day operational support of essential software tooling (SaaS, cloud

platforms, and installed tools). Act as a key point of contact for high-value and strategic

software tooling (eg, cloud infrastructure, development platforms).

Support procurement and contract management activities, ensuring technical

requirements are effectively communicated. Create and maintain reporting frameworks

to support decision-making and transparency. Identify and mitigate risks related to

software operations and procurement.

Contribute to and review business cases to ensure they reflect best practices, strategic

fit, and deliver measurable benefits.

Engage with internal stakeholders and external suppliers to ensure software solutions

align with organisational needs. Collaborate with finance and commercial teams to

ensure accurate forecasting and budget alignment.

Ideal Candidate Profile

Strong experience in software/tooling operations within large or complex organisations.

Deep knowledge of business management processes including procurement, reporting,

and planning.

Proven ability to manage competing priorities and drive delivery through others.

Skilled in stakeholder and supplier engagement, with strong communication skills.

Experience in agile environments and digital transformation initiatives.

Familiarity with public sector processes and standards is desirable.

Strong technical and administrative capabilities (eg, Excel or Google Sheets).

Confident in using data to support decision-making and performance management.
