ERP Programme Lead

Teqniq is searching for a HR and Payroll ERP Lead to work in the public sector.

37 hours per week.

3 month contract.

09:00-17:00

Job Description:

To lead a highly complex, business-critical ERP transformation programme that will modernise the authority’s core finance, HR, payroll and procurement systems, ensuring delivery of significant benefits including more efficient and standardised business processes, improved reporting and analytics, enhanced self-service for staff and managers, and data-driven decision-making and performance management.

The programme will operate under a robust governance framework ensuring effective oversight, timely decision-making, and alignment with the authority’s strategic objectives.

Key Responsibilities:

1. Strategic planning and programme development and delivery

  • Develop programme goals, objectives, and target outcomes.
  • Ensure the development of programme frameworks, timelines, and milestones.
  • Own the project implementation plan on behalf of the programme.
  • Ensure the programme delivers to time, quality and budget.
  • Ensure all appropriate management information is supplied to the Board and the Strategic Director Corporate Resources/S151

2. Budgeting and financial management

  • Allocate financial resources and develop budget options.
  • Monitor programme finances and ensure adherence to allocated budgets.

3. Team management and leadership

  • Lead cross-functional delivery teams and establish clear programme accountability and delivery milestones.
  • Provide guidance to the Board members to ensure the overall programme is on track and all parts are aligned.

4. Stakeholder engagement and relationship management

  • Navigate and influence complex stakeholder landscapes and act as the senior delivery lead for stakeholders across Finance, HR, IT, and the wider business.
  • Ensure enhanced buy-in through trust building, fostering a collaborative working environment and aligning stakeholder expectations.

5. Change management

  • Identify best practice approaches to change management including the completion of readiness assessments to understand how prepared the organisation is for change.
  • Oversee change management, communications, and training strategies to promote user adoption.
  • Coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan.

6. Monitoring and evaluation of programme effectiveness

  • Track programme progress and evaluate outcomes
  • Assess programme effectiveness and implement necessary adjustments
  • Ensure that the ERP solution is implemented successfully and meets the organisation’s business needs.

7. Risk assessment and mitigation

  • Identify potential risks and develop risk management strategies
  • Proactively address challenges and mitigate potential negative impacts
