Job summary

The team requires an enthusiastic team member for a 6-month period to work within our EPRR team to assist in enhancing our organisation's resilience against emergencies and ensure the Trust has an effective response to incidents, crises, and emergencies. Your expertise will contribute to developing, maintaining, and implementing emergency preparedness, resilience, and response strategies and plans. This role demands a profound understanding of the nuances in drafting and revising sophisticated plans and policies, as well as the analysis of national and local risk registers to mitigate these risks effectively. It requires a high level of analytical skill to comprehensively address and incorporate these insights into our emergency preparedness framework.

Main duties of the job

Develop, critically assess, and refine emergency preparedness plans and strategies, ensuring alignment with local, national, and international regulatory frameworks and adherence to established best practices for comprehensive risk mitigation.

Participate in risk assessments and hazard identification processes to evaluate potential threats and develop mitigation strategies.

Exercise judgment on complex facts or situations, necessitating a deep level of analysis to accurately assess and navigate the intricacies of emergency preparedness scenarios.

Responsible for leading the overhaul and implementation of the EPRR program across the organisation, driving change in a dynamic environment with agility and strategic foresight.

Engage and lead in collaboration with numerous internal departments and external partners, including emergency services, to guarantee an effective response to emergency situations, ensuring optimal operational continuity and stakeholder alignment.

Monitor and report on compliance with emergency preparedness protocols and performance of response activities.

Contribute to the development and implementation of resilience initiatives to minimise the impact of disruptive incidents on operations.

To interpret complex information from various national and local sources, requiring an adept ability to compare data, policies, and procedures to develop effective response strategies.

About us

The Performance team covers a wide range of areas within the trust. We're responsible for ensuring that all patients are tracked and monitored against national cancer targets as well as facilitating the running of all MDT meetings that take place at the trust. We're responsible for both internal and external performance reporting and have a small data quality team that looks to improve the clinical information inputted into our patient administration system. The team also covers emergency planning and is in charge or the incident control room when required. We work closely with the Data Insights and Data Engineering teams as well as the divisional and executive teams to provide quality information and reporting solutions at all levels. We're predominantly hybrid working between home and our offices located on the main Withington site.

DUTIES AND RESPONSIBILITIES

  • Assist the EPRR Team in offering expert consultation on complex Emergency Planning issues throughout the organisation, leveraging specialised knowledge to guide strategic decisions and operational practices.
  • Ensure accurate and open communication and co-ordination with a range of organisations and individuals, researching and drafting correspondence and papers and ensuring the management of specific tasks, lead reporting and analysis across a range of specialties, functions, and projects. Proposes changes to own project/function, informing policy and making recommendations for other projects delivery. Oversee the lead reporting and conduct in-depth analysis across a broad spectrum of specialties, functions, and projects, ensuring a high level of complexity and thoroughness in execution.

OTHER RESPONSIBILITIES

  • To liaise with relevant clinical teams in the development of specific plans to respond to public health emergencies and incidents e.g., Infection Prevention and Control Team to develop and review Pandemic flu plans or Trust Team to develop and review CBRN plans.
  • To apply advanced planning and organisational abilities to manage multiple complex activities or programs, adapting plans as required to meet evolving emergency preparedness and response needs.
  • To provide leadership and support to those responsible for the development of EPRR supporting plans e.g., lockdown policy, bomb, fire, and evacuation plans.
  • To work within Trust policies including those for confidentiality, data protection, health and safety, fire protection and annual appraisal
  • To support the EPRR Team with audits and follow up on any shortfalls in the results to ensure compliance and progression from the areas of poor response.
  • To undertake training as required to maintain competency/comply with Trust policies.
  • To develop and implement a testing and exercise programme for the Trust which complies with the requirements of NHS EPRR standards and the EPRR Team.
  • To provide comprehensive training across all command levels to ensure adherence to compliance standards,
  • To be responsible for ensuring that the Trusts stock and equipment for use in Major Incident, Business Continuity and CBRN incident is fit for purpose and to ensure that the Incident Control Room/s and associated equipment is maintained ready for use.
  • To work closely with Business Continuity Leads and the wider EPRR Team to support them identify, assess, and manage risks which may impact their ability to continue to deliver caring at its best and to include these on the Trust risk register where appropriate.
  • To support the EPRR Team in ensuring the Trust has in place an ambitious EPRR Work Programme with the aim of ensuring continued improvement and establishing best practice within EPRR.
  • To represent the Trust and promote its interests at national, regional, and local meetings, events and conferences and disseminate relevant information to staff at the Christie NHS Organisation Trust.

Qualifications

Essential
  • oEducated to degree level or equivalent.
  • oEvidence of recent and relevant CPD
Desirable
  • oPost Graduate Diploma in EPRR (or equivalent experience to Masters level)

Experience

  • oPrevious experience working in the NHS
