Job summary
This is an exciting opportunity to join The Christie as a Lead Data Scientist focussing on data-driven insights. A senior member of the Analytics, Data Science and Statistics team, you will manage analytics specialists and data scientists responsible for delivering high quality cancer intelligence and business insights.
You will use your data science skills and expertise to drive the development of robust reporting tools and innovative data products within the Christie's new JAC analytics platform, ensuring the organisation benefits from accurate, reliable and timely data. You will oversee the interpretation and communication of KPIs, operational metrics and population health analyses for internal and external audiences. Your team will generate actionable insight, early warning indicators and analytical support for quality improvement initiatives, helping to identify variation, improve outcomes and support the Trust's data and quality strategies.

Main duties of the job
o Oversee the Trust's data-driven insights function, translating clinical, business and population health analytical outputs into actionable intelligence, ensuring the provision of analytics support to the organisation's divisional improvement groups, and leading on national cancer data returns and submissions,
o Delivering ADSS's annual clinical outcomes reporting programme, overseeing the use, governance and development of the Real World Data (RWD) toolbox and MyChristieMyPatients (MCMP) analytics tool and supporting the development, implementation and access to data visualisation, reporting and data access tools within the new JAC analytics platform, helping to drive improvements in data quality assurance.
o Leading the development of long-term strategic plans for population health outcomes analytics, including health economics, support the establishment of cancer pathway data pipelines for population health, and for the planned Christie research SDE.
o Support Trust wide efforts to build confidence in data and improving data literacy.

Please note: this is a hybrid role and will based on site full time initially, transitioning to working from home up to three days a week once the candidate is settled in the role.

DUTIES AND RESPONSIBILITIES
- Oversee the Trusts data-driven insights function, ensuring all analytics reporting, KPIs and metrics requirements are metTranslate clinical, business and population health analytical outputs into actionable intelligence, supporting senior clinical, operational, commissioning and research stakeholders to drive evidence based cancer service transformation.
- Oversee the ADSS analytics support of the organisations divisional improvement groups, ensuring projects are delivered to time and scope.
- Lead national data returns and submissions within the remit of ADSS, monitoring data quality, identifying improvement opportunities, communicating key findings and insight, and liaising with data owners and audit leads as required.
- Deliver ADSSs annual programme of disease focussed clinical outcomes reports and patient population profile communications for the Christie website.
- Oversee the use, governance and development of the Real World Data (RWD) toolbox, ensuring effective stakeholder access, maintenance and communication, and working with ADSS leads to identify enhancements.
- Oversee the maintenance and development of the MyChristieMyPatients (MCMP) analytics tool narrative, ensuring information remains accurate, robust and up to date, and collaborating with ADSS leads and stakeholders to identify areas for improvement.
- Support JAC and EPR related data and analysis requests relevant to the post holders work area.
- Support the development, implementation and access to data visualisation, reporting and data access tools within the new JAC analytics platform for clinical and business intelligence, including service delivery, population health and clinical outcomes.
- Drive improvements in data quality assurance, establishing assurance measures for the work area and working with data owners and stakeholders to identify and implement improvement actions.
- Line manage the members of the ADSS team assigned to the work area, providing leadership, development and support.
- Collaborate with other ADSS and data leads to coordinate shared resources and align mutual priorities. Cover for other ADSS leads in their functions as required. As a senior team member, represent CODU and Digital Services internally and externally as required, attending onsite meetings as and when required.
- Lead the development of long term strategic plans for population health outcomes analytics, including health economics, aligned to JAC and Future Christie programme objectives. Supporting GM wide population health projects aimed at improving the health, wellbeing and outcomes of cancer patients.
- Support the establishment of cancer pathway data pipelines for population health, and for the planned Christie research SDE, alongside external partners/other GM organisations.
- Support Trust wide efforts to build confidence in data, leading communication strategies that highlight the impact of data quality issues and benefits of high quality data.
- Support Digital Services colleagues in improving data literacy across the Trust, contributing to analytics and statistical training, workshops and capability building initiatives.
- Promote the ethical and effective use of data, encouraging colleagues and partners to adopt best practices, protect privacy and ensure patient benefit remains central.
- Act as delegated budget authority for relevant areas, including order authorisation and requisitions in line with standing financial instructions.
- Contribute to policy development, including the review and appraisal of Trust policies and processes related to data, statistics and AI governance and implementation.
Person Specification
Qualifications
- Education to postgraduate degree level in a numerate discipline, or an equivalent level of knowledge or demonstrable equivalent experience/skills
Experience
- Substantial experience in the application of Data Science, Business Intelligence & Statistics.
- Experience of assuring quality and robustness of data products including ethical and legal considerations.
- Experience in planning and delivering data analytics projects in a sandpit/proof of concept environment, taking the lead in selecting appropriate software, methodologies and techniques and taking analytics/data science products and tools to production.
- Significant experience of leading on a range of projects to deliver quality outcomes. Postholder must be adept at allocating work to other staff, prioritisation and identifying risks.
- Experience of producing creating and reviewing SOPs and other guidelines documents to a high standard, and for a wide range of audiences.
- Experience of ensuring quality, value, and compliance with professional standards for a team's output and taking accountability for this.
- Direct experience working with a longitudinal care record or linked dataset within an ICB footprint.
- Experience of data products that incorporate Machine Learning methods.
- Experience using primary care data in an analytical context.
- Experience using Patient-Level Information and Costing Systems (PLICS) to analyse cancer spend at provider and system level.
- Experience using NHS cancer datasets e.g. COSD, SACT, RTDS, HES, MHSDS for activity, treatment response and outcomes .
Skills
- Highly developed skills of using a statistical package, e.g. SAS, SPSS, R, Python.
- Highly developed skills in the use of databases including database structure and database interrogation tools.
- Ability to plan and organise a broad range of complex activities or programmes, specific to area of responsibility and in line with business / project objectives, which require the formulation and adjustment of plans or strategies.
- Ability to understand and apply strategies, policies, standards, and practices relevant to area of responsibility.
- Ability to assimilate, evaluate and articulate highly complex facts or situations, which require the analysis, interpretation, and comparison of a range of options, apply critical thinking and able to argue and negotiate your case using measured data and evidence based arguments and statements of fact.
- Able to communicate complex and technical concepts and issues to non-technical colleagues, customers, stakeholders and potential customers at all levels.

Knowledge
- Advanced specialist knowledge of analytical approaches and requirements gathering skills.
- Awareness of techniques for conducting analysis with unstructured data, such as text (e.g. use of Natural Language Processing techniques) and image.
- Understanding of neural networks/ 'deep learning' and how these techniques could be applied in the Health and Social Care Domain.
- Developed knowledge of professional standards (including Code of Practice for Statistics, Data Protection Act, Freedom of Information Act) and their application.
- Strong knowledge of best practice data visualisation and narrative techniques, with a focus on producing high quality, standards compliant data presentations that are accessible and tailored to the needs of varied audiences.
- Expertise in the application of several supervised and unsupervised machine learning techniques such as classification (e.g. Random Forests, Support Vector Machine), regression (e.g. Ridge Regression, Lasso), dimensionality reduction (e.g. Principal Components Analysis, t-SNE) and clustering (e.g. KMeans, Hierarchical Clustering).
- Knowledge and understanding of national cancer datasets and their value for informing cancer service delivery and outcomes.
- Working knowledge of data available within NHS Digital and the wider Heath and Social care Domain.
- Knowledge of policy and developments in the health and social care domain affecting data, its use, and its management.
- Ability to understand Cognitive Artificial Intelligence (cognitive models mimic human thought processes) and semantic engines (information search and retrieval).
