Senior Implementation and Engagement Officer

Job summary

The Senior Implementation and Engagement Officer will support delivery of the Perinatal Equity and Anti-Discrimination Programme (PEADP), a national programme commissioned by NHS England to address racism and discrimination in perinatal services across England. Programme delivery is led by the Observatory in partnership with Advancing Quality Alliance (Aqua), Inspiring Hope, and White Ribbon Alliance UK.

The role will coordinate defined workstreams, act as a key contact for participating Trusts, manage engagement logistics, monitor attendance and engagement data, and prepare programme documentation and reports. It will also involve drafting clear, inclusive and culturally responsive stakeholder communications that are timely, accessible, professional, and aligned with programme objectives. The post holder will report to RHOs Senior Implementation Programme Manager and work closely with the Implementation team, wider Observatory colleagues, delivery partners, and external stakeholders to ensure activities and communications are coordinated, timely, accurate, and aligned with programme objectives.

Main duties of the job

In the role, you will:

  • Keep key programme workstreams moving at pace by coordinating actions, timelines, meetings and high-quality programme documentation.
  • Build trusted relationships with participating Trusts, providing clear updates, responsive support and a positive, accessible engagement experience.
  • Work closely with Trusts, delivery partners and colleagues to coordinate arrangements, resolve routine issues and escalate risks early.
  • Turn attendance, engagement and activity data into useful insights that strengthen programme delivery and impact.
  • Use the Observatory's events management software and other digital tools to support smooth coordination, timely communications and seamless participant journeys.
  • Create engaging, inclusive and culturally responsive communications, from stakeholder updates and briefings to newsletters, website copy and social media content.

Job responsibilities

Programme support (60%)

  • Coordinate defined programme workstreams, including meetings, actions, documentation, timelines, and follow-up, ensuring accurate and organised delivery.
  • Act as a key contact for participating Trusts, coordinating engagement, responding to queries, and sharing timely programme updates and requirements.
  • Liaise with Trusts and delivery partners to gather input, confirm arrangements, resolve routine issues, and identify or escalate risks and dependencies.
  • Monitor attendance, engagement, and programme activity data, identifying trends, gaps, and evidence-based improvements.
  • Manage the Observatory's event management system to maintain accurate participant information, support timely communications, and ensure an accessible participant experience.
  • Prepare and quality assure papers, presentations, briefings, reports, and programme documentation for internal and external audiences.
Engagement and communications (40%)

  • Draft clear, timely, inclusive and culturally responsive communications for review by senior colleagues, adapting tone, format, and messaging for different audiences and channels.
  • Produce and coordinate communications and engagement materials (e.g. newsletters, website copy, social media content) to support planning, promotion, delivery, and follow-up for programme engagement activities.
  • Work with colleagues and partners to ensure communications are inclusive, accessible, professional, and consistent.
  • Use feedback and engagement insights to improve content, processes, and stakeholder experience, sharing recommendations with senior colleagues.


Person Specification

Experience

Essential
  • Well-organised, with demonstrable experience using project management tools and processes to support effective delivery in complex or multi-stakeholder environments.
  • Experience coordinating programme or project activity, including meetings, actions, documentation, timelines, follow-up, and reporting.
  • Understanding of anti-racism and commitment to furthering equity in healthcare.
  • Experience developing and managing proactive relationships with a range of internal and external stakeholders.
  • Strong attention to detail, with the ability to work autonomously, prioritise effectively, and deliver to strict deadlines.
  • Sound judgement and initiative, with the ability to resolve routine issues and escalate risks or dependencies appropriately.
  • Excellent written and verbal communication skills, with experience drafting clear, inclusive and culturally responsive stakeholder communications for different audiences, channels, and formats.
  • Experience organising and supporting the delivery of events and online engagement activities, including webinars, workshops, and internal or public sessions.
  • Experience using Microsoft Office and digital tools such as IDLoom, Calendly, or Customer Relationship Management (CRM) software to support coordination, events, communications, and reporting.
