The role: An exciting opportunity has arisen at OPA as we seek to appoint a new Technical Authority - Control & Instrumentation (C&I) Engineer. To function as a Technical Authority (Subject Matter Expert) for the OPA with respect to Control & Instrumentation, Functional Safety and Fire Alarm Systems Engineering tasks associated with operations, maintenance, engineering works and projects This will involve collaborating closely with managers, engineers, technicians, and operators across different sites (UK and international) and other departments (Maintenance, Minor New Works, Major Projects, Engineering and Assurance).
The Technical Authority is responsible for ensuring that all C&I documentation, assets, equipment, activities, and systems are in full compliance with company standards and applicable legislation.
There will be a need to build and maintain strong credible working relationships with all stakeholders both internal and external, including our O&M Contractors, Design Consultants, HSE, EA, SEPA, our MOD Sponsors, Regulators and Competent Authorities.
Travel to our UK sites will be a regular feature of this role, with some overnight stays. Therefore a full (preferably clean) driving licence is essential for the successful candidate. There will also be occasional overseas travel when required.
Responsibilities:
Include, but are not limited to:
- Promote process safety leadership as the core of OPA’s culture.
- Be a key contributor to the Asset Management Team to support the team to meet the business and team objectives including troubleshooting, documentation, training, and continuous improvement.
- Responsibility of all C&I, Functional Safety, and fire alarm systems associated with the facilities operated and maintained by the OPA, ensuring the systems and equipment are safe, reliable, fit for purpose, robust and conform with company standards and Regulatory policy.
- Responsible for the management of cyber security on the Operational Technology systems to ensure regulatory compliance. Identify and implement system improvements and provide robust security assurance. Liaise with the National Protective Security Authority (NPSA).
- Ensure C&I Engineering documentation (including policies, standards, specifications, and procedures), assets/equipment, activities and systems are completed and are fully compliant with company policies, procedures, and legal requirements, particularly safety and ensuring safe systems of work.
- Mentor and support the EC&I Field Engineers.
- Report on activities and provide relevant management information.
The candidate: You will need to be Qualified, with a minimum of 10 years’ experience, in a C&I Engineering discipline, ideally at Chartered Engineer status or working towards that level, preferably within a COMAH regulated industry/operation.
Knowledge / Skills:
- A Functional Safety Engineer (TUV certified) or working towards being certified. (eg TUV FS Eng, FSP or CFSE)
- Working knowledge of the following standards (IEC 62443 Control System Security and IEC 61131 DCS / PLC Scada Application, IEC13849 / BSEN62061 Machinery Awareness)
- Experience of C&I engineering design and installation in a hazardous area process plant environment.
- Have excellent knowledge underpinned with experience in process control programming languages such as PLC (Programmable Logic Controller) and SCADA (Supervisory Control And Data Acquisition) or DCS (Distributed Control Systems)
- Development and review of policies, strategies, processes, SOPs, and performance measurement frameworks in relation to Maintenance Management for Control, Instrumentation, Functional Safety and fire alarm applications and the promotion and application of best practice techniques.
- Working knowledge of COMAH, MOC, and CDM regulations. (For COMAH other regulated industries will be considered).
- Working knowledge of DESAR and ATEX regulations.
- Working Knowledge of HAZOP, LOPA, SIL assessment process along with Human Factors.
- Working knowledge of Cyber security of Operational Technology systems and practices.
- Understanding of LV distribution systems.
