Delivery Manager
SFIA 4 Delivery Manager | Central Government | Data Modernisation | £300pd Inside IR35 | Hybrid - Non-London Hubs
We are looking for an experienced SFIA 4 Delivery Manager to join a major Central Government Data Modernisation Programme within Data & Analytics - Data Platforms & Operations.
This is a key role supporting the design, modernisation and operation of core data platforms that enable insight, MI, analytics and statistics at scale. You will be working on the move from legacy on-premise platforms to secure, cloud-based, self-service data solutions.
Rate: £300 per day - Inside IR35
Clearance: BPSS required
Location: Hybrid - 40% on-site at non-London government hubs [All hubs except London considered]. Travel required approx. once per sprint.
The Role:
You will mobilise and lead delivery within a hub-and-spoke model, working closely with digital, business and insight teams to drive governance, interoperability and delivery.
Key responsibilities include:
- Mobilising the team and establishing delivery governance, structure and cadence
- RAID management - identifying, managing and proactively mitigating risks, issues, assumptions and dependencies
- Setting up reporting mechanisms and tracking delivery against milestones and roadmaps
- Facilitating workshops, stakeholder engagement, and backlog refinement & prioritisation
- Coordinating design, prototyping and validation activities
- Managing cross-team and cross-programme dependencies and removing blockers
- Developing and maintaining delivery plans aligned to the product roadmap
What you'll be delivering across 4 Phases:
1. Mobilisation & Discovery: Defining the CDO Vision & Strategic Narrative, articulating value hypotheses, assessing the current portfolio of policies, standards and governance processes, and mapping users, adoption levels and pain points.
2. Product Definitions & Value: Reframing governance outputs as products with clear users and value propositions. Developing a Value Framework, mapping to cross-government initiatives (CDA, DMA, ATRS etc.) and building a value-driven, prioritised backlog.
3. Roadmap & Performance: Creating a 5-year outcomes-driven roadmap aligned to the Data Strategy, including key milestones and sequencing. Developing a measurement & performance framework to track product adoption, data ownership, data quality and data sharing.
4. Handover: Finalising the CDO product portfolio with clear ownership and lifecycle, and embedding a live roadmap, backlog and value measurement approach.
Essential Experience:
- Proven experience as a Delivery Manager at SFIA Level 4 within large-scale, complex environments
- Strong background in Agile delivery, RAID management and delivery governance
- Experience facilitating workshops and managing senior stakeholders across business and technical teams
- Experience delivering within Data Platforms, Data Modernisation, or Data & Analytics programmes is highly desirable
- Comfortable working with ambiguity during discovery and mobilisation phases
- Eligible for BPSS clearance
