Job summary
You will be joining the Chief Data Officer (CDO) Group. The role sits within the Population Surveillance & Strategy Team (PSS), which sits at the heart of the Trusted Data & Technology (TDT) directorate within UKHSA. The team was responsible for the management of the UK's major COVID-19 surveillance studies, which were set-up at the start of the pandemic to understand the disease's impact both at a UK-wide level and on specific vulnerable groups. Data generated by these studies has formed the heart of the government's response to the pandemic and working in this area is an opportunity to have impact in some of the highest profile areas of civil service working.
Main duties of the job
- Act as business and governance lead, establishing and maintaining systems and processes to support delivery of digital capabilities for large-scale. population studies and disease surveillance in an effective, structured manner.
- Develop, manage and own commercial governance frameworks and approval processes.
- Coordinate departmental requirements for monthly and quarterly returns (e.g. quality plans, directorate scorecards, financial planning).
- Support business planning, including tracking, coordinating and reporting on operational budget expenditure.
- Produce and maintain internal and external communications, including drafting board agendas and papers, recording decisions, and tracking actions withowners for reporting.
- Lead on actions, risks and issues management, liaising with central project management where required.
- Deliver governance functions, including preparing briefings and presentations, commissioning work across teams/directorates, and representing the team incross-organisational discussions (e.g. UKHSA stakeholders).
- Contribute to records management processes and compliance.
- Support wider team activity as required, consistent with role expectations

As PSS Business Manager for community-based surveillance you will manage and control governance activities, typically of moderate complexity, to enable effective management and decision-making. This will actively enable the development and implementation of large-scale population studies from the perspective of Pandemic Preparedness. You will add value to seasonal surveillance activities and aid in surge responses when required, and you will work with external stakeholders, including academia, to develop contingency plans and provide resilience for an essential intelligence source. You will also support other team-wide activities to support cross function resilience which will provide opportunities for development and stretch.
Essential role criteria:
- Experienceof governance and reporting,or equivalentina corporate or project role environment.
- Experience of drafting briefing papers,presentationsand correspondence
- Experience and knowledge of financial business cases, commercialframeworksand contracts
- Working knowledge of assurance and project delivery frameworks and methodologies.
- Ability to work well under pressure, with multiple tasks, in a fast-changing and ambiguous environment, with a keen attention to detail.
- Strong interpersonal skills, and the ability to develop effective relationships with a wide range of stakeholders.
- Excellent presentation,briefingand drafting skills.

Location
This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London).
Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Salary Information
If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.
