Job summary
An exciting and rewarding opportunity has arisen to join the HIV Section, part of the Blood Safety, Hepatitis, STI & HIV Service. The HIV data manager will be responsible for maintaining and developing the HIV and AIDS Reporting System (HARS), which collates data to monitor the public health response to the national HIV epidemic. The postholder will have an expert understanding of data systems and have substantial experience in the principles of managing large and complex datasets and producing high quality outputs tailored to a range of audiences. They will be expected to work with a high degree of autonomy and professional accountability.
The postholder will be responsible for managing and developing automated programmes which clean and validate national HIV data. They will ensure that data are collected and processed in accordance with relevant policies and standard operating procedures (SOPs) and will regularly assess data quality and completeness. Working closely with scientific and analytical staff, the postholder will produce a wide range of key data outputs ensuring they are produced in a timely and accurate manner. Team working is key to this role and the post holder will be expected to work flexibly and constructively, dealing with a range of internal and external colleagues to support projects and ensure they are managed and delivered effectively.
Main duties of the job
The post supports the work of the Department of STIs and HIV within the Blood Safety, Hepatitis, STI & HIV Division through managing data and data systems and through taking a responsibility for information governance and compliance issues.
The postholder will:-
- Manage data submissions, maintain databases and data archives for epidemiological datasets, and prepare data for publication
- analyse and interpret data and report on findings
- review and critique peer reports
- provide advice and guidance on descriptive data analysis and its development
- undertake project management and/or management of staff guidance

Job responsibilities
The post holder will:
- Develop, plan and undertake tasks that will support the long-term follow-up epidemiological studies that are operated or managed by the department;
- Be responsible for managing flow, handling and processing of data;
- Acquire and maintain a thorough understanding of relevant core datasets, including potential uses and limitations
- Undertake data analysis, assess value and completeness; resolve complex epidemiological data issues where a range of solutions, risks and impacts are pertinent;
- provide advice on descriptive data analysis and development including the design and development of epidemiological data collation, procurement and verification;
- Report on results and propose and develop forward strategy;
- Ensure the timely delivery of quality and complete data sourced from internal and external colleagues.
- Review and critique reports, publications and data released by colleagues.
- Contribute to the timely response of requests for data or information including Parliamentary Questions (PQs) and Freedom of Information requests (FOIs);
- Observe and comply with Data Protection and related legislation, additionally reviewing operating procedures and providing advice within the team;
- Communicate the details and outcomes of work through reports or presentations;
- Liaise with study subjects or their representatives and maintain required confidentiality.

- Senior staff, including Deputy Directors in BSHSH;

- Other scientific and technical organisations at a wide range of levels (up to Senior management) to discuss a wide range of data and technical issues, including interpretation of work and the content of written reports and/or other supporting documents.
- External clinical and laboratory staff involved in data and sample collection to discuss and resolve issues with data and/or sample management, other health care professionals, academic professionals, data analysts and the general public

Essential Criteria
- Degree level qualification in a STEM subject, or equivalent qualification, or equivalent experience related to information analysis in a similar data management role
- Experience of analysing and presenting complex information in a variety of formats to a wide range of stakeholders
- Understanding of data protection and working with confidential information
- Ability to communicate accurately and succinctly with a wide range of stakeholders such as health care professionals, academic professionals, data analysts and the general public
- Demonstrable skills in a range of standard software packages - such as MS Word, Excel, PowerPoint, SharePoint
- Advanced analytical/ data interpretation skills
- Excellent oral and written presentation skills
- Able to prioritise workload and use initiative
- An understanding of and commitment to equality of opportunity and good working relationships both in terms of day-to-day working practices, but also in relation to management systems
- Database design and development and an understanding of data quality issues
- Demonstrable skills in a range of data management software packages - such as MS Access, STATA, SQ

- Post-graduate degree in a STEM subject or equivalent qualification, or equivalent experience related to information analysis in a similar data management role

Location
This role is being offered as hybrid working based at our Scientific Campus in Colindale. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, averaged over a month) in Colindale.
