Systems Analyst - Supply Chain Management

Job summary

We're looking for a proactive and detail-oriented Systems Analyst to join our team to deliver professional and high-quality system support to MaPS. MaPS (Money and People System) is a critical platform and underpinned by Oracle Cloud Infrastructure and a comprehensive suite of Oracle Fusion applications including HR, ERP, SCM, EPM, reporting and analytics modules. MaPS facilitates optimum decision making and financial management across the agency.

The post holder will play a key role in supporting and developing our Supply Chain Management (SCM) systems, ensuring smooth operations and continuous improvement through:

Systems:

  • Administer, trouble shoot and support end user support processes across several Oracle Fusion Supply Chain Management (SCM) applications including procurement, order management, inventory management and costing, and expenses
  • Become an expert in SCM E2E processes.
  • Ensure that the MaPS SCM systems procedures and processes are fully documented.
  • Support the development of the MaPS SCM systems including identifying requirements for external suppliers.
  • Regular patch testing

Data Management:

  • Review system for data specific non-compliance and monitor data quality.

Intelligent Customer Function:

  • Engage with stakeholders to identify opportunities for improvement.

This role attracts a Market Pay Supplement up to £5,000.

Main duties of the job

  • To provide systems application support to ensure rapid solutions are provided to end user problems.
  • To provide information and reports to support decision making across the agency
  • Provide advice on technical aspects of requirements into system development and integration, including requests for changes and deviations from specifications.
  • Understand and apply relevant technical strategies, policies, standards and practices.
  • Support in the assurance of technical documentation and solutions in alignment with requirements and UKHSA strategic objectives.
  • Support in the development of support and training documentation and courses to ensure all users have up to date guidance and support.
  • Assist with detailed analysis of requirements, to arrive at credible and coherent solutions.
  • Liaise with other teams, communicating technical concepts and complex issues clearly and accurately, and adapting communication style to suit the recipient.
  • To assist in ensuring the security of the supply chain systems and associated data.

Essential criteria:

  • Experience in managing a Supply Chain Management systems
  • Experience of delivering systems support within an ITIL aligned organisation
  • Experience in managing inventory, cost management and accounts payable within an ERP system
  • Demonstrable knowledge of managing change through the product delivery life cycle
  • Demonstrable ability to engage and communicate technical concepts and complex issues with key stakeholders at an operational and strategic level
  • Excellent written and verbal communication skills
  • One or more of the following:- Information Technology (IT) degree in Computer Science, Information Technology, Cybersecurity, Data Science, Software Engineering
  • One or more of the following Foundation level certificates:- Supply Chain Management, Procurement, Accounts Payable, Accounts Receivable or- Order Management

Stage 2: Interview

Success profiles

You will be invited to a face to face interview in Birmingham. Remote interview requests will not be considered. Please ensure you are available for travel to this location.

You will also be asked to present a 5-10 minute presentation as part of the interview, the subject of this being:

  • If you had the freedom to implement a significant change to your company's supply chain. What would it be? What would be the challenges, how would you address them?

You will also be asked Strength based questions.

Eligibility Criteria

This role is being offered as hybrid working based at any of our Core HQs.We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, andLondon).

Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Salary Bands:

National: £33,422 to £40,731 Per annum, pro rataOuter: £35,587 to £43,244 Per annum, pro rataInner: £37,749 to £45,353 Per annum, pro rata

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.

This role also attracts a Market Pay Supplement alongside the base salary. This is £5,000 up to 31 December 2026.

Security Clearance Level Requirement

Successful candidates must pass a disclosure and barring security check.

Successful candidates will require Basic Personnel Security Standard (BPSS) as a minimum with willingness and capability to work towards Security Check (SC).

You should normally have been resident in the United Kingdom for the last 5 years to obtain Security Check (SC).
