Job summary
The Senior Digital Business Partner is a senior member of staff within the Lincolnshire Integrated Care System who will play an active role in the management and delivery of digital partnering in support of the Integrated Care System business and service objectives.
The role will have responsibilities for:
- Relationship Management across customers
- Business partnering
- The procurement, development and implementation of computing and telecommunication services
- The negotiation of contracts and in certain instances the management of contract performance
- Ensuring that organisational change drives ICT requirements
This role will require operational working across Lincolnshire system partner sites.

Job responsibilities
To contribute to the development of an efficient and effective ICT (Information, Computing and Telecommunications) architecture. At the same time contribute to the development of a culture where organisational change programmes drive IT requirements.The development and management of partnerships designed to support the delivery of the digital transformation portfolio and local implementation strategies; support the Integrated Care System business and service objectives and support of national initiatives.To operate all ICT partnerships according to the Prince2 methodologies and to procure new IT systems using POISE (Procurement of Information Systems Effectively) guidelines.To estimate costs and resources and design selected allocated projects to agreed terms of reference.To evaluate and make recommendations/decisions on technical options as appropriate.See JD for more

Qualifications
- Educated to degree level or equivalent or equivalent professional qualification
- Evidence of ongoing personal and senior level management development
- A good general standard of academic achievement
- Evidence of postgraduate advancement
- Membership of appropriate professional organisation
Skills / Competencies
- Excellent partnership management skills and working knowledge
- Good public sector IT procurement skills.
- Effective leadership skills that motivate and involve a team.
- Good communication skills including evidence of dealing with senior colleagues and involving other stakeholders from within and external to the organisation.
- Excellent analytical and problem-solving skills with ability to understand highly complex, sensitive or contentious information.
Knowledge
- Broad technical IT skills coupled with the ability to quickly understand the implications of new technologies.
- An up to date knowledge of Information for Health, the National Programme for IT and Connecting for Health and their impact on the delivery of clinical services in the NHS.
- Knowledge of the importance of benefits management for the successful delivery of IT investments
- Knowledge of POISE, OJEC or other public sector IT procurement standards.
- A good knowledge of current technologies, standards, protocols, wide area networks, broadband and best practice delivering ICT services.
- Good understanding of the issues surrounding IT systems integration including HL7 and DICOM.
- Knowledge of one or more modern programming languages
Experience
- Demonstrable track record of achievement and excellence as a project manager at a senior level with evidence of delivery of information technology to support service improvement and business change.
- Experience at a senior level in ICT (or professional equivalent) including evidence of developing and managing services in a complex multi-agency environment.
- Previous experience of the procurement of large-scale information systems and of negotiation and performance management of contracts and SLAs.
- Experience of budget management and resource allocation.
- Experience of effective team working at a senior level.
- Experience of collaborative working with other organisations, colleagues, suppliers and customers in the delivery of aims and objectives.
- Senior level experience within NHS.
- Evidence of deploying innovations and new technologies to promote efficient ways of working.
- Reorganisation and restructuring of service departments.
- Experience of the use of the Cranfield or equivalent benefits management methodology.
- Experience of supporting the development of ICT policies and procedures with whole organisational impact.
- Experience of the development of business or clinical software systems.
