Job summary

This is an exciting opportunity to join the Digital Services team at University Hospitals of North Midlands NHS Trust as an IT Business Relations Manager. In this pivotal role, you will act as the strategic interface between clinical care groups, corporate business units and Digital Services, ensuring that digital priorities, investments and transformation initiatives are aligned with organisational objectives, operational needs and service user outcomes.

You will build and maintain strong relationships with stakeholders across the Trust, providing expert guidance on digital opportunities and challenges, championing the delivery of technology-enabled change, and ensuring that digital services, systems and programmes deliver measurable benefits. The role will support improved organisational performance while ensuring compliance with governance, information security, clinical safety and regulatory requirements.

Main duties of the job

Support the delivery of Care Groups/Business Units IT Systems to enable Integrated Business Plans and Trust strategy and lead of efficient communication with internal/external stakeholders throughout.

Ensure any new system/upgrades to Care Groups/Business Units systems affecting Trust Business are tested thoroughly and that robust contingency plans are in place for continuity of these IT systems, and that system functionality is utilised to maximise the benefits to users and delivery of Trust business objectives. Develop systems to improve operational and clinical processes to support business objectives.

Provide advice and guidance on a complex range of digital information and situations requiring analysis, interpretation, and comparison of a range of options.

Plan and organise a broad range of complex digital activities, formulate and adjust plans for the Care Groups/Business Units IT systems environment and oversee operational management of these systems as needed.

Collaborate and communicate effectively with all stakeholders to ensure on-going development and support of Care Group/Business Unit systems for clinical and non-clinical services.

Support with contract management and financial arrangements for clinical and non-clinical systems ensuring their integrity at all times and lead system owners to meet Digital System Standards.

Job responsibilities

  • Develop and maintain effective communication and positive working relationships within the Care Groups/Business Units and throughout the Trust.

    Establish effective communications links with external agencies including GP practices, CCGs, Community Trusts and suppliers.

    Communicate complex information to a wide range of members of the Care Groups/Business Units and service users.

    Facilitate the optimal use of digital Care Groups/Business Units solutions; this will require persuasion and negotiation.

    Discuss and correspond on technical issues of a highly complex nature with other IT professionals including suppliers, engineers, members of the Trust and directors, Digital Services teams, primary care and other IT users.

    Work closely with other senior Digital Services managers within UHNM and across the Local Health economy and beyond, to ensure delivery of local and National IT agenda.

    Support with process mapping existing and proposed workflow changes and communicate these to users.

    Communicate with operational staff in all Care Groups/Business Units to ensure that there is awareness of the current functionality of IT systems and the scope for IT to improve business processes.

    Have extensive knowledge and experience of NHS Services, IT Systems and related areas.

    Experienced in using Microsoft Office packages and a range of specialist computer applications.

    Work with clinical users to ensure that they obtain the maximum benefit from systems with minimum clinical or operational risk.

    Ensure appropriate training plans and development programmes are available to staff to maximise the benefit from the use of IT and ensure own professional skills are kept up to date.

    Have experience of contract and supplier management, contract negotiation, review, performance management.

    Oversee system upgrades, ensuring that the detailed implications of any new system features are fully explored.

    Oversee testing schedules to ensure that software and hardware configurations reconfigurations or upgrades are introduced with the minimum of operational and clinical risk.

    Will be required to use judgment and analytical skills in the management of staffing issues including disciplinary issues.

    Oversee, plan and organise a range of complex activities as required, for example implementation of third-party software applications including liaising with Digital Services and Supplies colleagues with regard to specifying and procuring appropriate equipment and services.

    Support the project management and implementation of IT systems which are consistent with the Trusts strategic direction, ensuring that these comply with national guidance, informing the organisation and take appropriate action for compliance. This will include working with a wide range of stakeholders including suppliers of equipment software and technical services, members of the divisional directorate team and service users.

    Perform a range of duties including keyboard and VDU work and moving equipment. Required to input and manipulate computer data / information, and advanced keyboard skills. Expected to use a computer for a large part of the working day. Needs to be able to carry appropriate hardware (laptops etc) and able to connect hardware to power sockets, LAN sockets.

    Lead system owners to compliance with the national information governance requirements and the Trusts System Standards.

    The post holder will be expected to review documents and action changes to ensure that policies are robust and compliant.

    Advise on Care Groups/Business Units System Disaster Recovery and Business Continuity Plans, and report on their effectiveness, and generate an action plan to address and inadequacies of the plans.

    Support the continued development of Care Group/Business Units IT systems, in line with required service developments, to include the provision of advice on the suitability of new and emerging technologies for process redesign.

    Support the management of finances associated with divisional Systems; Capital spend, Revenue Support and maintenance.

    Directly support the development of Care Groups/Business Units digital business cases as per requirements.

    Perform at a level that requires management responsibility. Line-manage Care Group IT staff as/if needed, with associated responsibilities and support with recruitment activities. Line management will involve co-ordination of day-to-day activities, disciplinary and sickness management issues and staff appraisals.

    Actively promote professional digital development for all staff with appropriate activities.

    Provide information in support of service level agreements (SLAs) in line with service developments.

    Work independently, and to manage their own workload to meet agreed schedules and deadlines

    Attend meetings on a regular basis, chair many meetings, take notes and build an action plan, and may also be required to attend conferences.

    Maintain concentration whilst managing an unpredictable and multi-stranded workflow. Able to respond to frequent interruptions and adapt workload priorities at short notice.

    Accommodate moderate degree of work pressure experiencing occasional exposure to distressing and emotional circumstances.

Essential
  • Relevant IT Degree or equivalent knowledge and experience working at degree level

Knowledge, Skills, Training and Experience

  • 3 years post graduate in-depth practical experience in a specialist IT field
  • Experience of Hospital administrative procedures and clinical and/or non-clinical systems (super user level or above)
  • Experience of working in IT within an NHS organisation
  • Experience of using and supporting with Windows applications
  • Experience of implementation, maintenance and configuration of clinical and/or business software applications
  • Clear understanding of relationships between hospital-based IT systems
