Learning and Development Officer
Job summary
The Learning and Development Officer will line manage the Learning and Development Trainers.
Act as a specialist in learning and development, a source of specialist advice and guidance on opportunities at both an individual, team and organisational level.
Hold a lead specialism of Digital Systems learning including clinical systems with working knowledge of Electronic Patient Record (EPR) system.

Main duties of the job
- Line management support to the Learning and Development Trainers, undertaking one to one meetings, appraisals and performance management.
- Design and develop the delivery method of Learning and development activities for specialist areas of responsibility.
- Day to day support to the Learning and Development Trainers in dealing with enquiries, providing guidance to learners with regards to learning.
- Develop the assessment approach in recording the competence of employees as part of the learning and development activities.
- Implement the agreed evaluation methods to monitor the effectiveness of Learning and Development training programmes.

Job responsibilities
- Provide Line management support to the Learning and Development Trainers, undertaking one to one meetings, appraisals and performance management.
- Provide day to day support to the Learning and Development Trainers in dealing with enquiries, providing guidance to learners with regards to learning.
- Manage the coordination of Trust Induction programmes, including ensuring the new starters have been booked to attend all appropriate learning and development activities for their role.
- Design and develop the delivery method ofLearning and development activities for specialist areas of responsibility.
- Lead the design and delivery of train the trainer / cascade trainer programmes for both clinical and non-clinical subjects across the Trust.
- Support the Learning and Development Trainers to maintain their competence in their areas of specialism.
- To develop the assessment approach in recording the competence of employees as part of the learning and development activities.
- Implement the agreed evaluation methods to monitor the effectiveness of Learning and Development training programmes.
- Responsible for maintaining own knowledge and skills to ensure ongoing competence.
- Oversee arrangements for courses facilitated by external providers, liaising with the providers as required, under the supervision of the learning and development officer.
- Provide management oversight of the administrative support to the learning and development team:
- Able to receive, understand and interpret highly complex information.
- Communicates at all levels of stakeholders including patients and carers.
- Responsible for providing timely statistical data from Electronic Staff Record (ESR)/ Oracle Systems to Senior Stakeholders.
- Monitor office management systems, adhering to audit requirements where necessary, including learning and development resources and training records
- Develop and maintain effective working relationships with internal and external stakeholders, always maintain a professional manner.
- Ensure the learning and development teams resources are maintained and purchase orders are appropriately raised as required with the approval of the budget holder.
- Provide management information as required.

Person Specification
Qualifications
- oNational Qualifications Framework Level 2, or equivalent, in English and Maths (e.g. GCSC Grade A - C) oFoundation Degree/ HND qualification or demonstrable experience in a relevant subject e.g. Health and Social care, Education and Training. oManagement qualification
- oCoaching / mentoring qualification
Experience
- oPrevious line management experience. oWorking in a health and social care setting delivering direct care and support. oDemonstrable experience in designing and delivering training to meet needs of a diverse group of learners. oSolutions focussed, able to work in a proactive way to overcome barriers and challenges. oReceiving and interpreting highly complex information. oAble to communicate at all levels of Stakeholders including Patients and Carers. oExperience of regularly providing timely statistical data from Electronic Staff Record (ESR)/ Oracle systems to senior stakeholders. oWorking in a customer facing role. oAble to work to deadlines and handle multiple priorities. oExperience of working with various IT systems including Microsoft applications. oExperience of teaching adults. oFacilitating group events. oProject / teamwork.
Knowledge
- oKnowledge of current national trends, issues and training and development requirements relating to the NHS. oKnowledge of best practice within training and development oThorough working knowledge of Microsoft Office packages, inc. Outlook, Word, Excel
