We are seeking a highly skilled and motivated analytical leader with significant NHS experience and a strong track record in business intelligence, performance management or healthcare analytics.

University Hospitals Sussex NHS Foundation Trust is seeking an exceptional Business Insights (BI) Business Partner - Maternity to provide analytical leadership and strategic insight during a pivotal period of maternity transformation. This is a unique opportunity to play a key role in supporting the Trust's response to the National Maternity Review, providing intelligence that drives quality, safety, performance and service improvement across maternity and perinatal care.

Main duties of the job

As the Trust's dedicated Business Insights Business Partner for Maternity, you will work closely with senior clinical, operational and midwifery leaders to deliver high-quality analytical support and evidence-based recommendations.

You will lead the analytical response to national maternity review requirements, develop innovative reporting solutions, and provide expert interpretation of complex maternity and perinatal datasets. Your work will directly support improvements in patient safety, clinical outcomes and maternity experience.

Key responsibilities include:

  • Leading the Trust's response to national maternity review data requirements.
  • Developing and delivering maternity performance dashboards, quality metrics and intelligence products.
  • Providing expert analysis of maternity outcomes, safety indicators, inequalities and performance trends.
  • Supporting implementation and monitoring of review recommendations and transformation programmes.
  • Working with clinical teams to translate complex data into meaningful insights that drive decision-making.
  • Developing advanced analytical models to identify risk, variation, capacity pressures and opportunities for improvement.
  • Supporting reporting requirements for NHS England, Integrated Care Boards, regulators and internal governance groups.
  • Acting as a subject matter expert on maternity information systems, including BadgerNet and related data flows.
  • Managing and developing members of the Business Intelligence team.

Role Summary

To act as the Business Insights (BI) Business Partner for the National Maternity Services review, providing expert analytical leadership aligned to the review and supporting implementation of recommendations post review and national maternity transformation priorities.

To lead the response to the national maternity review data request and ongoing support to the Trust programme managing the review.

To support the development of end-to-end maternity and perinatal datasets where appropriate to the review, ensuring high-quality, timely insight across the pathway (antenatal, intrapartum, postnatal, and neonatal), and supporting reporting to Trust and national bodies.

To provide expert interpretation of maternity data, including clinical quality indicators, outcomes, inequalities, and safety metrics, identifying risks and advising on evidence-based actions to improve patient care, using SPC charts where possible, in line with the requirements of CNST.

To support delivery of national requirements including (but not limited to):

    • National Maternity Review and CQC requirements
    • Saving Babies Lives Care and Maternal Care Bundles
    • Maternity Dashboard and Perinatal Quality Surveillance

o CNST safety actions

To ensure robust use and integration of maternity systems (including BadgerNet) within the Trust BI architecture, enabling high-quality reporting, benchmarking, and advanced analytics.

To work with senior clinical, operational and midwifery leaders to deliver a comprehensive, information flow and maternity analytics service, supporting safety, improvement and Positive outcomes.

To understand and advise on all areas of information for the review, and to advise on risk, performance issues and any recommendations or remediating actions.

To work with colleagues in the wider BI team to inform developments of products to support the Trust for the long term, reducing manual or disjointed processes.

To ensure that the Trust uses sophisticated analysis techniques to monitor and report on progress against the review and subsequent recommendations and identify where improvements in the effective and efficient delivery of services can take place.

Deliver timely, high quality outputs for the national maternity review.

To advise Divisional Directors of Operations and senior managers/clinicians of key exception.

Support the transformation into an exemplar organisation based on sound business insights.

Main Duties and Responsibilities

Communication

To work with all members of senior team within the Division, Executive team, Corporate Directors, and wider BI colleagues to ensure all areas of the maternity review: are communicated in an effective, targeted and appropriate way; advising of risk and areas which need consideration. To ensure BI, and the Division, has the BI and value-added advice and guidance to monitor, plan, and act upon effectively, consistently, and proactively.

Present the progress against the maternity review, or any other relevant information to a wide range of staffing as required where appropriate including Divisional Governance, Quality Committees etc. Discuss any areas of concern with the relevant Divisional lead and advise accordingly.

Develop constructive working relationships with Divisional management and clinical teams to ensure that a focused culture where safety, quality and excellent patient care are consistently delivered though the provision of high-level analytical interpretation and modelling services.

To clearly articulate and translate the methodology and output of complex analyses to staff at all levels and in various roles within the organisation.

Translate complex maternity and perinatal data into clinically meaningful insight for:

o Obstetricians

o Midwives

o Neonatology teams

o Trust Board and external regulators

Support presentation of maternity quality metrics.

Service Delivery and Improvement

The post holder will play a key role in supporting the Trusts ambition to deliver safe, personalised, and equitable maternity care, using data and insight to drive measurable improvements in outcomes.

Provide an expert BI service to the linked Division management team to support a culture in line with the Trusts strategy.

Use in-depth specialist knowledge of information analysis and statistical modelling of both Trust, Divisional data, and comparative benchmark data from across the NHS to produce meaningful intelligence to support evidence-based decision making.

To lead on and be responsible for the timely and accurate submission of relevant reports related to the Maternity Review.

Create and maintain a clear programme and timetable for the completion of works and other reporting required by the Maternity Review.

Develop and deliver performance monitoring against national and local performance standards and develop reporting to ensure these standards are achieved and maintained where relevant.

Make, and support others in making highly complex business judgements involving facts or situations that require the analysis, interpretation, and comparison of a range of options (for example as part of development of business cases).

To support the Project Management Office (PMO) service improvement and efficiency schemes by performance tracking for specific programmes.

Exercise sound judgment in the analysis and stratification of complex issues, providing realistic outputs, linking the analysis to the actual operational issue.

Provide specialist training for staff from own or other disciplines on own subject area, when required.

Additional Responsibilities Maternity & Perinatal Analytics

Maternity & Perinatal Analytics

support the development and delivery of maternity intelligence products, including:

o Maternity and Neonatal dashboards (clinical quality, safety, and operational performance)

o Perinatal outcome reporting (e.g. stillbirth, neonatal outcomes, harm reviews)

o Inequalities analysis (ethnicity, deprivation, access, outcomes)

Ensure robust data flows and validation processes for maternity and neonatal datasets, including:

o MSDS (Maternity Services Data Set) submissions

o Local maternity and neonatal data collections

o ICB and NHS England reporting requirements

Provide advanced analytical insight to support:

o Perinatal mortality reviews (PMRT)

o PSIRF reviews and investigations

o Safety and quality improvement programmes

Work with clinical teams to embed real-time data use in maternity and neonatal settings to support safe staffing, escalation, and decision-making.

Develop predictive and risk stratification models (where appropriate) to identify:

o High-risk cohorts

o Demand and capacity pressures

o Variation in outcomes

Ensure that maternity and neonatal data is triangulated across:

o Activity

o Workforce

o Outcomes

o Patient experience

System (BadgerNet) Requirement

Act as a subject matter expert in maternity information systems, with a working knowledge of BadgerNet, including:

o Front-end clinical workflows and data capture processes

o Back-end data structures, extracts, and reporting capabilities

Work with system owners, clinical teams, and IM&T to:

o Interrogate and analyse data extracts to support the maternity review.

o Optimise data quality and completeness within BadgerNet.

o Develop reporting solutions using BadgerNet data extracts.

o Integrate BadgerNet data into Trust data warehouse / BI platforms.

People Management and Development

To manage and develop a team comprising Information Managers and/or Senior / Analysts the business intelligence, performance, quality, and planning needs of the Trust. This will include coaching, mentoring, resource planning, standard setting, team performance management and individual development.

Ensure that annual appraisals are undertaken, and personal development plans agreed, challenging, and managing performance where necessary.



Person Specification

Qualifications / Experience

Essential
  • Educated to degree level or equivalent experience.
  • Significant relevant experience within an NHS organisation, within a performance, informatics, or commissioning setting.
  • Knowledge of statistical and analytical techniques and experience of using them.
  • Strong networker and relationship builder.
Desirable
  • Significant experience in maternity, women's health, or perinatal analytics within an NHS setting
  • Experience supporting clinical quality, safety, and governance in maternity services

People Management and Development

Essential
  • Excellent collaborative working skills and able to build strong relationships with clinical leaders and professional staff groups and a proven ability to influence and change those groups
  • Ability to provide and receive highly complex, sensitive information to senior managers, staff, patients, and external agencies.

Skills / Technical

Essential
  • Ability to interrogate, interpret and present complex data to meet customer needs.
  • High end IT skills, with demonstrable evidence of power user abilities, or transferable equivalents, in MS Excel, MS SQL, Power BI.
  • Ability to triangulate complex datasets to identify variation, risk, and inequalities in maternity pathways
  • Ability to contribute confidently in meetings and workshops
