We're looking for an experienced, self-starting Business Analyst to join a high-profile national programme delivering a new identity verification service for one of the UK's largest public sector workforces.
You'll work across two workstreams, reporting into the Product and Delivery leads, helping shape a service that underpins workforce onboarding, identity assurance and access to critical systems. What you'll be doing:

- Mapping current and future state processes across identity verification, pre-employment checks, onboarding and workforce access management
- Producing business requirements, business rules, user stories, process maps and acceptance criteria
- Working closely with User Centred Design, Product and Delivery to shape well-defined Jira tickets and support backlog prioritisation
- Supporting procurement, supplier engagement, solution evaluation and service implementation
- Facilitating workshops across HR, identity management, cyber security and clinical communities
- Identifying business impacts, risks, dependencies and improvement opportunities, leading or supporting options analysis
- Supporting testing, UAT and transition into live service
- Ensuring solutions align with government identity assurance standards and wider IAM objectives
What we're looking for:
- Proven business analysis experience within digital transformation, identity and access management, workforce services or large public sector programmes
- Strong requirements engineering, business/process modelling and stakeholder relationship management skills
- Experience working with architects, developers, multiple suppliers and complex stakeholder groups
- Desirable: knowledge of identity verification standards, onboarding processes or workforce identity assurance services
- Desirable: experience of data modelling and/or business architecture
