We are working with a consultancy supporting a large government organisation undergoing a transition to a product-led operating model. We are looking for experienced practitioners to help define, measure, and communicate the success of this transformation.
This role focuses on designing meaningful outcome- and team-level metrics, aligning leadership on what good looks like, and building practical dashboards that show whether new ways of working are delivering value.
The Role
You will work closely with senior leaders, delivery teams, and data owners to define success measures for a product and agile transformation, and to turn those measures into actionable insight.
The work is structured around two core areas:
Transformation & Outcome Metrics

Define how the organisation measures success in its new ways of working

Help leadership agree outcome-focused objectives and key results (OKRs)

Design metrics that demonstrate whether work is being delivered more effectively, safely, sustainably, and with clearer business value
Team-Level Performance Indicators

Identify and define team-level indicators that show delivery health and continuous improvement

Apply agile, flow, and engineering metrics to demonstrate the impact of product-centric and agile ways of working

Balance quantitative metrics with qualitative insight to avoid gaming or vanity measures
Delivery Approach

Weeks 1-4:

Work with leadership to align on metrics and success criteria

Identify and access relevant systems and data sources

Design dashboard concepts and user experience

Weeks 5-8:

Build and iterate an MVP dashboard showcasing agreed metrics

Validate metrics with teams and stakeholders

Weeks 9-10:

Launch and refine dashboards

Support communications, training, and adoption across teams

Essential Skills & Experience
-
Strong experience defining metrics for digital, agile, or product transformations
-
Experience working with OKRs and outcome-based measurement
-
Knowledge of agile delivery, flow, and engineering metrics (eg sprint, flow, reliability indicators)

Ability to work with senior stakeholders to align on meaningful measures

Experience designing dashboards or performance reporting for diverse audiences
Nice to Have

Experience working in complex or regulated environments

Familiarity with government or large-scale enterprise delivery contexts

Experience supporting change, communications, or training alongside analytics work
