Purpose of Job CCTV Infrastructure Lead

To lead and manage a wide range of CCTV-related projects within Parking Services. These projects may include the implementation of new CCTV systems, upgrades to existing technology, integration with parking enforcement solutions, procurement exercises, contract management, and maintenance programmes.

The post holder will also represent Parking Services on corporate projects that impact CCTV operations and related services.



Job Context CCTV Infrastructure Lead

  • Reports to Parking Operations Manager.

  • The post holder is responsible for delivering assigned projects within agreed timescales and budgets, coordinating project teams that may include internal departments, external vendors, and contractors.


Key Tasks and Accountabilities CCTV Infrastructure Lead

The following key tasks and accountabilities provide an overview of the responsibilities expected of the post holder. This list is not exhaustive, and additional duties may be assigned as required to meet service needs.

  • Lead the delivery of CCTV projects assigned within the Annual Project Work Programme/Parking Operations Manager, using high value contracts of up to £8m in value.

  • Use expert knowledge of legislation that applies to CCTV and excellent industry knowledge to deliver agreed programmes of work within approved budgets, timescales, and quality standards.

  • Provide regular progress reports to the Parking Operations Manager on project delivery, as well as financial reporting on CCTV performance responsible for an estimated 150k PCNs per annum with an estimated value of £12.5m per annum.

  • Manage the procurement and implementation of CCTV systems, ensuring compliance with corporate standing orders and procurement policies.

  • Maintain a consistently high standard of project management, applying methodologies such as Agile/Prince2 where appropriate.

  • Train and develop colleagues within the Council to ensure compliance and competence in the CCTV area.

  • To participate in group meetings and joint client/contractor meetings to ensure effective collaboration and communication.

  • Contribute to corporate projects on behalf of Parking Services.

  • Support the development of a positive, flexible, and customer-focused organisational culture.

  • Develop and maintain effective communication and working relationships with internal teams, external contractors, elected members, client officers, community partners, and other stakeholders to maximise service effectiveness.

  • To participate in Group meetings and joint Client and Contractor meetings and to attend occasional evening and weekend meetings as required.

  • Ensure compliance with Corporate and Public Realm Health and Safety policies, exercising due care to safeguard staff and others during all work activities.
