Project Manager – MOD Warehouse Stock Rationalisation & Recycling Must be SC Cleared
Location: Portsmouth.
Initial Commitment: 3 to 5 days per week on site

Role Overview
We are seeking an experienced and highly organised Project Manager to lead a six-month Proof of Concept programme , focused on identifying, managing and facilitating the removal and appropriate recycling or disposal of surplus, obsolete and no-longer-required stock held within naval warehouses.
The successful candidate will work directly with officials, warehouse personnel and relevant MOD stakeholders to understand warehouse holdings, identify stock that is surplus to operational requirements, establish the appropriate authority and approval routes, and coordinate the efficient movement of approved items through to recycling or compliant disposal.
This is a hands-on project management role requiring strong stakeholder management, planning, reporting, governance and operational coordination skills.
Overall Objective
The Project Manager will play a central role in establishing a safe, compliant and commercially effective warehouse rationalisation process.
The role combines MOD stakeholder management, project planning, inventory assessment, governance, hazardous-material awareness, logistics, recycling and environmental compliance.
The ultimate objective is to clear unnecessary stock , release valuable warehouse space and ensure every item is dealt with through the correct authorised route, while creating a proven methodology that can potentially be expanded across the wider MOD estate.
Key Responsibilities
1. Warehouse Stock Identification
Work closely with officials and warehouse personnel to identify:
Surplus, Obsolete and Redundant Stock no longer required operationally
Damaged or unusable items
Excess consumables
Obsolete IT and electrical equipment
Engineering and mechanical components
2. Stakeholder Management
Develop strong working relationships with Base officials, warehouse managers and relevant MOD stakeholders.
3. Approval, Governance & Audit Trail
A key responsibility will be establishing a clear and repeatable process for obtaining authority to remove material from the Naval Base.
Map the approval process for different categories of stock.
Establish clear governance and escalation routes.
Ensure appropriate authority has been obtained before any material leaves the warehouse.
4. Hazardous Materials & Specialist Identification
Identify potentially hazardous or controlled materials during warehouse assessments.
Recognise that hazardous substances may not always be visibly obvious or clearly labelled.
Understand when an item requires further investigation, specialist assessment or documentation before it can be moved or processed.
5. Recycling, Waste & Environmental Compliance
The Project Manager will coordinate the movement of authorised materials from the Base through to appropriate recycling, reuse or disposal routes.
6. Project Planning & Management
The Project Manager will take ownership of the day-to-day planning and coordination of the Proof of Concept.
The ideal candidate will have:
Current active SC clearance
Proven Project Management experience.
Experience working within an MOD, military, defence, naval, engineering, logistics, warehouse or similarly controlled environment.
Experience managing multiple stakeholders and approval processes.
Strong organisational and planning skills.
Excellent reporting and documentation capability.
Experience operating within highly regulated or compliance-driven environments.
An understanding of governance, authorisation and audit requirements.
Strong stakeholder-management and communication skills.
The ability to work independently while maintaining effective communication with the wider project team.
Strong attention to detail.
The ability to manage multiple workstreams and priorities simultaneously.
