We’re launching a new Brokerage solution designed to transform how local authorities source and manage adult social care placements. This product will support faster, more transparent decision-making and enable better outcomes for citizens.
Role Purpose
As Product Owner, you will play a pivotal role in defining, shaping, and innovating our new Brokerage product. This role goes beyond backlog management: you will help design the future of digital brokerage, driving insight-led improvements and facilitating meaningful innovation across the product lifecycle.
You will act as the voice of the customer, translating user and business needs into clear product requirements, while also engaging in product discovery, concept development, and early-stage design thinking to ensure the solution is intuitive, scalable, and impactful.
You’ll balance strategic vision with day-to-day delivery, ensuring the product meets the needs of brokerage teams, care providers, and local authorities.
Product Strategy & Vision
- Own and communicate the product vision and roadmap for the Brokerage solution.
- Identify opportunities for product improvement and innovation based on user research, feedback, market insight, and emerging sector needs.
- Shape product hypotheses, concepts, and early-stage designs in collaboration with UX/UI and service designers.
- Lead or support discovery activities, including interviews, field research, workflow mapping, and prototype testing.
- Translate insights into refined user journeys, product concepts, and simple digital workflows.
- Work with UX/UI teams to iterate designs and ensure solutions meet real user needs.
- Act as the primary point of contact between internal stakeholders, customers, and the delivery team.
- Define and manage the product backlog, ensuring it reflects priorities and delivers maximum value.
- Translate user and business needs into clear, actionable user stories, acceptance criteria, and epics.
- Collaborate closely with developers, QA, UX, and implementation teams to shape solutions and ensure quality delivery.
- Lead and facilitate refinement, planning, and review ceremonies in an agile environment.
- Ensure regulatory and sector considerations (e.g. adult & children social care processes, data protection, commissioning practice) are embedded in the product.
- Work closely with customers during early adoption to capture feedback and iterate the product.
- Track and communicate product performance metrics and outcomes, informing continuous improvement.
- Support go-to-market activities, onboarding, and training materials in collaboration with delivery teams.
- Proven experience as a Product Owner, Product Manager, or similar role in a digital product environment.
- Experience working in agile delivery teams with UX, development, and QA.
- Strong ability to translate complex business processes into simple digital workflows.
- Experience conducting or supporting user research, discovery, or product design activities.
- Excellent communication and facilitation skills with technical and non-technical stakeholders.
- Ability to prioritise competing demands and maintain focus on value delivery.
- Strong analytical and problem-solving skills.
- Experience using backlog and collaboration tools (e.g. Jira, Confluence, Miro).
- Knowledge of adult social care commissioning, brokerage, or placement processes.
- Experience delivering public sector software solutions.
- Familiarity with data and reporting requirements in local government.
- Background in service design, UX, or process improvement.
