Cumberland Council is looking to appoint two ICT Systems Analysts to lead detailed system and business analysis and manage ICT projects that deliver measurable benefits.
Key Responsibilities
- Conduct detailed business and systems analysis across a portfolio of ICT projects.
- Work with technical teams and stakeholders to identify ICT opportunities and assess solutions for technical and business suitability.
- Define business requirements, prepare scoping documents, and compile proposals for system upgrades or replacements.
- Act as Project Manager to support transitions from 'as-is' to 'to-be', ensuring successful implementation and benefits realisation.
- Manage procurement processes for new and replacement systems in collaboration with Service Management, Procurement, and Legal teams.
- Lead creative problem-solving, risk mitigation, and testing processes for new projects.
- Capture organisational learning and deliver clear reports and presentations to stakeholders.
- Degree-level qualification or equivalent experience.
- Strong knowledge of business analysis tools and techniques.
- Extensive experience of the project management lifecycle and principles of change management.
- Understanding of application development and delivery processes.
- Knowledge of public sector regulations and procurement practices.
- Proven ability to engage with business areas to deliver effective change.
- Excellent problem-solving skills and ability to create innovative solutions.
- High-level communication skills with experience producing technical specifications, project briefs, and evidence-based reports.
