Programme Manager – Transition, Transformation & Agile Delivery

About the Role

Join a leading organisation delivering critical programmes that safeguard the UK, support citizens, and enable transformation in secure and highly regulated environments. As a Programme Manager – Transition, Transformation & Agile Delivery, you will play a pivotal role in driving delivery excellence across Defence and National Security (DNS) accounts.

Reporting to the Programme Director, you will lead complex transition, transformation, and agile programmes, ensuring governance, assurance, and customer value at every stage. You will operate within a Centre of Excellence, supporting bids, transitions, recovery programmes, and major change initiatives.

Key Responsibilities

• Programme Leadership: Plan and deliver Transition, Transformation, and Agile programmes aligned to Defence and National Security outcomes.
• Governance & Assurance: Maintain robust governance, RAID management, and compliance with JSPs, ISO27001, and GDS frameworks.
• Agile Delivery: Apply Agile and hybrid methodologies (Scrum, Kanban, SAFe, Waterfall + Agile) to foster collaboration and continuous improvement.
• Stakeholder Engagement: Build trusted relationships with customers, suppliers, and partners, ensuring transparency and confidence in delivery.
• Financial & Reporting: Develop integrated schedules, resource plans, and financial forecasts, providing accurate reporting to leadership and customers.
• Continuous Improvement: Capture lessons learned and contribute to DNS-wide improvement initiatives.
• Pre-Sales Support: Provide delivery expertise for bids, including transition planning, governance design, and risk assessment.

Skills & Experience Required

• Proven experience leading complex Transition & Transformation programmes in Defence, National Security, or highly regulated environments.
• Strong knowledge of Agile and hybrid delivery frameworks (Scrum, Kanban, SAFe, Waterfall).
• Expertise in programme governance, integrated planning, RAID management, and assurance.
• Experience managing multi-disciplinary teams in matrix structures, including supplier ecosystems.
• Familiarity with Defence and Government governance frameworks (MOD, GDS, ISO, JSP440).
• Professional certifications such as MSP, PRINCE2 Practitioner, PMI-ACP, ITIL, or Agile frameworks.

• Excellent stakeholder engagement and communication skills, with the ability to influence at senior levels.
