Day Rate: Circa £500 per day (Outside IR35) Location: Hybrid/London Contract: Initial 3 month contract

About the Role

A major UK public sector organisation is seeking an experienced Technical Business Analyst to support a high-profile digital transformation programme delivering fixed outcomes to challenging timelines. This role is ideal for a detail-driven analyst with strong technical capability, excellent stakeholder management, and a passion for data-led problem-solving.

Key Responsibilities
  • Gather, validate, and document detailed business and technical requirements
  • Translate business objectives into technical specifications aligned with fixed deliverables and fixed outcomes
  • Conduct in-depth analysis of existing systems, data flows, integrations, and processes
  • Work closely with engineering, product, architecture, and delivery teams to shape solution options
  • Lead and facilitate workshops, discovery sessions, and stakeholder interviews
  • Produce clear, structured artefacts such as process maps, user stories, acceptance criteria, data models, and interface definitions
  • Provide analytical insight to support design decisions and identify risks, dependencies, and opportunities
  • Ensure alignment with government standards, governance frameworks, and transformation roadmaps
Essential Skills & Experience
  • Strong background as a Technical Business Analyst in complex, enterprise-scale environments
  • Strong SQL experience - able to interrogate, validate, analyse, and model data across multiple sources
  • Demonstrated ability to work to fixed deliverables, deadlines, and outcome-based delivery models
  • Excellent understanding of system integrations, APIs, data flows, and cloud or legacy modernisation projects
  • Strong proficiency in business process mapping, requirements engineering, and agile delivery methods
  • Must hold active SC Clearance that has been used within last 12 months
  • Extensive public sector experience highly desirable
  • Highly competent in data analysis, data quality assessment, and supporting data-driven decision-making
  • Exceptional communication, facilitation, and stakeholder-management skills
