Project Manager – Public Sector (ICT)

Location: Belfast

Hours: Monday–Friday, 9am–5pm

Pay Rate: £23.60 per hour

Contract: Full-Time

Role Summary

Staffline is recruiting a Project Manager for a leading public-sector organisation in Belfast. The post-holder will manage and deliver small to medium-sized ICT projects across HSCDI, ensuring each project is delivered on time, within budget, and to approved standards.

You will work closely with stakeholders, lead business case development, manage project approval stages, and support transformation and change across service areas. This role requires strong ICT project management experience, excellent communication skills, and the ability to collaborate effectively with suppliers, internal teams, and senior stakeholders.

Key Duties & Responsibilities

Service Delivery

  • Lead and deliver small to medium-sized ICT projects to time, scope, and budget.
  • Work with stakeholders to develop business cases and progress projects through formal approval stages.
  • Create project plans, strategies, documentation, and reports in line with HSC standards.
  • Produce project updates such as highlight reports, exception plans, and stage reports.
  • Collaborate with vendors and suppliers in the procurement, implementation, and transition of ICT systems and services.
  • Maintain project risk and issue logs, ensuring appropriate mitigation.
  • Liaise with Programme Managers to ensure coordination across projects and avoid duplication.

Quality, Governance & IT Service Management

  • Participate in quality initiatives including ISO 20000 processes.
  • Support the planning and transition of new ICT services to operational teams.
  • Ensure ICT services meet performance, capacity, and availability requirements.
  • Follow change, release, and configuration management procedures.
  • Keep operational documentation up to date and contribute to regional protocols and guidelines.
  • Support business continuity and disaster recovery planning, including maintaining up-to-date DR documentation.

Financial & Resource Management

  • Manage projects through all required approval stages including business case development.
  • Secure project resources and monitor progress, initiating corrective action as required.
  • Manage project budgets, expenditure, and reporting.
  • Plan and monitor projects using standard Programme & Project Management (PPM) tools.
  • Establish project structures for effective governance, quality assurance, and reporting.
  • Complete Post Project Evaluations and reviews, capturing and progressing lessons learned.

Collaborative Working

  • Represent HSCDI in local and regional forums and collaborative working groups.
  • Work closely with internal and external stakeholders to support all aspects of project delivery.
  • Maintain strong relationships with suppliers and vendors.
  • Support identification of application development needs within relevant service areas.

Essential Criteria

Qualifications & Experience

Option A:

  • Degree or professional qualification plus 3 years' experience in a project management role within a major organisation.
  • OR
  • Option B:
  • 4 years' experience in a project management role within a major organisation.

Technical & Professional Experience

  • Experience leading ICT-supported projects with budgets over £50,000.
  • Experience using recognised project management methodologies (e.g., PRINCE2).
  • Minimum of 2 years' experience managing teams.
  • Minimum of 3 years' experience working with internal and external stakeholders to achieve successful outcomes.
  • Full UK driving licence and access to a vehicle (reasonable adjustments apply where required).
