Data Analyst - Inside IR35 - Remote
A strong Data Analyst is required to work on a Data Transformation workstream within a complex, end-to-end service delivery environment. The role supports a programme focused on modernising and transforming a large-scale national service through modern, data-driven digital capabilities.
Working as part of a small team of data specialists, you will analyse existing datasets distributed across multiple system instances to identify and resolve data quality issues, and to help define and shape future target datasets and data structures.
Core Focus of the Role-
Define and validate the meaning, structure, and shape of target datasets

Quantify and assess data quality issues across legacy systems

Translate data anomalies into clearly defined and agreed business rules with stakeholders

Assess data completeness, validity, consistency, and uniqueness, and interpret what issues mean operationally

Contribute to defining core entities, relationships, and a minimum viable dataset aligned to a target schema

Map legacy data fields to target data dictionary definitions, identifying ambiguous usage and proposing standardised definitions

Analyse duplicates, conflicts, and missing data, proposing resolution options and documenting trade-offs

Work closely with subject matter experts and operational stakeholders to agree approaches to handling anomalies and confirm business meaning

Produce clear, decision-ready outputs such as issue summaries, dashboards, reconciliation lists, and sign-off packs

Experience using tools such as Power BI (or similar) for reporting and visualisation of analytical findings

Create clear and readable analytical documentation detailing methods, assumptions, business rules, and limitations to enable review and repeatability

Strong SQL skills for data analysis and validation, including the ability to validate engineering outputs and verify transformation results

Proven experience working with geospatial data, including spatial formats (e.g. vector, raster, GeoJSON, shapefiles), coordinate reference systems, and spatial analysis workflows

Strong ability to interpret and apply geographical context within data processing pipelines

Demonstrated experience identifying local or regional geospatial insights and integrating them into broader national or regional-level datasets and analytical outputs

Experience working with publicly available official datasets, particularly open data products such as census boundaries, geographic lookups, deprivation indices, or population estimates
