PMO Assurance & Controls Manager
A leading organisation in the Leeds area is seeking a PMO Assurance & Controls Manager to play a key role in shaping the controls, reporting and governance capability for a major long-term capital investment programme. This is a senior position within a growing PMO function, offering the chance to influence project performance across a complex, multi-stakeholder delivery landscape.
In this role, you'll lead the development and implementation of an integrated programme controls framework, ensuring that cost, schedule, risk and performance information is aligned, accurate and meaningful. You'll provide assurance, challenge, and insight across a portfolio of high-value projects, supporting informed decision-making and promoting delivery excellence.
The ideal candidate will bring experience from large scale infrastructure, capital programmes, engineering, or comparable complex delivery environments - however candidates from aligned sectors with robust PMO / controls experience are also encouraged to apply.
Key Responsibilities:
- Lead the programme control function, driving alignment between financial forecasts, scheduling, reporting and performance metrics
- Develop and embed proportionate assurance processes across the programme
- Produce high quality programme and project health reporting, offering constructive challenge and solution focused recommendations
- Coordinate and quality-assure programme status data, ensuring accuracy and consistency
- Facilitate workshops and working sessions with internal and external stakeholders to define and refine controls requirements
- Monitor compliance with project controls processes and support continuous improvement
- Identify emerging risks and performance threats, driving proactive mitigation
- Support the development of best practice across the wider PMO and project community
Skills & Experience:
- Strong background in PMO, project controls or assurance across major, multi-disciplinary projects
- Experience within large infrastructure, engineering, construction or other complex delivery environments (or similar high complexity sectors)
- Demonstrable experience in full lifecycle project delivery and project controls best practice
- Proficiency with tools such as Primavera, cost management software or risk systems
- Ability to interpret and communicate key messages from performance data
- Experience establishing or improving reporting frameworks and governance processes
- Strong leadership, stakeholder engagement and communication skills
- Ability to challenge constructively, influence behaviours and drive standards
Desirable:
- Experience coaching or influencing senior stakeholders
- Familiarity with complex commercial or contractual environments
- Experience working on large capital programmes or major project portfolios
